Full Job Description
JOB SUMMARY The Environmental Manager will lead environmental compliance, planning, and sustainability initiatives for the PACT program as part of implementing the PACT Environmental Management System (EMS). This role is critical in ensuring that all construction activities meet PACT's contractual, regulatory and environmental requirements while following industry best practices across a complex, multi-year airport infrastructure program. This role will work closely with project teams, consultants, GTAA, regulators, and joint venture partners to manage environmental risks while supporting safe, efficient, and sustainable project delivery in keeping with the PACT EMS. RESPONSIBILITIES • Lead implementation of the PACT EMS across the Project sub-programs, including the Environmental Management Plans (EMPs) and Construction Environmental Management Plans (CEMPs). • Ensure compliance with federal, provincial, municipal, and airport authority environmental regulations, permits, and approvals. • Interface with regulatory bodies (e.g., MECP, Transport Canada, GTAA) and manage inspections, audits, and reporting requirements. • Oversee execution of permit conditions. • Provide environmental oversight across multiple workstreams (airfield, civil, buildings, utilities, and infrastructure projects) • Identify environmental risks and develop mitigation strategies aligned with project schedules and constraints. • Monitor environmental performance metrics and drive continuous improvement initiatives. • Track and report on environmental and sustainability KPIs across the program. • Ensure proper implementation of environmental controls, including erosion and sediment control, spill prevention and response, waste management and diversion, and noise, dust, and vibration mitigation. • Conduct site inspections and coordinate corrective actions where required. • Support incident investigations and root cause analysis for environmental events. • Support the integration of sustainability initiatives, including greenhouse gas reduction, energy efficiency, and resource optimization. • Collaborate with engineering/design and construction teams to integrate environmentally responsible design and construction practices. • Act as the primary environmental point of contact for internal teams, joint venture partners, and external stakeholders • Support community and stakeholder engagement related to environmental concerns. • Coordinate with the PACT Communications Team as it relates to Indigenous communities where applicable on environmental matters. • Partner with Project Managers, Superintendents, and H&S teams to embed environmental best practices on-site. • Drive a culture of environmental awareness and accountability across all project teams. • Provide leadership and direction to the Environmental Team, including mentorship and guidance, while driving a supportive Team culture. • Stay informed about emerging environmental regulations, technologies, and best practices to enhance project sustainability and compliance. WORKING CONDITIONS The position will be based at our office in Mississauga, Ontario, with visits to the Airport construction site as required. This position is 5 days per week in the office. Your regular work schedule will generally be Monday to Friday during site hours. From time to time, operational needs may require you to work outside those hours. All employees must complete a RAIC and Criminal background check upon joining the company. DESIRED SKILLS, KNOWLEDGE, COMPETENCIES • Bachelor's or Master's in Environmental Science, Environmental or Civil Engineering, Sustainability, or related field. • 8+ years in environmental compliance, sustainability, or EHS leadership roles. • Holds professional experience in large complex infrastructure programs in an operational or aviation environment. • Relevant professional designation (e.g., RPP, ENV SP) is an asset. • Certified in ISO 14001, CSP, CIH, or other relevant credentials is considered an asset. • Deep understanding of federal, provincial, and municipal environmental regulations. • Strong understanding of, and experience implementing environmental management systems. • Experience with environmental permitting, compliance reporting, and audits. • Proficiency in data tracking, reporting tools, and environmental monitoring systems. • Knowledge in sustainability, carbon management, ESG strategy, and reporting. • Understanding of sustainable resource management, materials efficiency, and circular economy. • Demonstrable experience in managing multi-party teams and assessing the competency requirements of the team. • Excellent organizational, communication, and stakeholder management skills. • Familiarity with GTAA or other major airport procedures is considered an asset. • Valid driver's license and eligibility for RAIC clearance required.
