Description Under general direction of the Solid Waste Division Manager, the Environmental Compliance & Recycling Manager coordinates and monitors environmental programs and compliance for the Public Works Department. Duties to include, but not limited to, monitor and coordinate activities required for environmental compliance with local, state and federal regulation. Monitor and coordinate departmental environmental compliance, and employee communication programs. Establish internal audits of records, databases, and facilities for regulation by the Texas Commission on Environmental Quality, Texas Railroad Commission, U.S. Environmental Protection Agency, and the U.S. Occupational Safety and Health Administration. Monitor and coordinate recycling, waste diversion, and solid waste franchises. Supervise Public Works Programs & Events Assistant and Public Works Interns.
Principal Duties - Establish schedules to track and revise the Hazard Communication Plan, Underground Pipeline Damage Prevention Procedures, Municipal Storm Water Pollution Prevention Plan, and the Spill Prevention Control and Countermeasure Plans. Track Underground Storage Tank Compliance and Registrations. Coordinate with other divisions to audit the revisions. Collaborate with all divisions in the department for the development of programs, policies and procedures necessary to meet regulatory compliance.
- Develop processes for complying with regulatory training, licensing, and safety requirements to ensure regulatory compliance for environmental operational compliance, and for employee safety and training.
- Monitor regulatory changes in permits, registrations, and programs. Establish schedules for timely submission of renewal applications and report submission.
- Coordinate with other divisions and departments for the collection, recording, tracking, and assimilating of the required data, logs, policies, procedures and reports to maintain compliance with all regulatory agencies.
- Prepare applications and apply for awards for all divisions within Public Works.
- Develop and present materials for educational purposed to maximize public participation and overall Public Works knowledge. Assist Public Works Management with effective employee communication strategies.
- Administer efficiently and enhance current recycling program, identify markets for products not being recycled, determine what items can be recycled efficiently and effectively. Administer recycling contract and work as Liaison with state and regional recycling and public works agencies. Research and recommend new recycling methods. Supervise Public Works Programs & Events Assistant and Public Works Interns.
- Monitor and administer solid waste franchise agreements with private companies.
- Administer efficiently and enhance current Adopt-A-Street program and act as liaison for Household Hazardous Waste Collection Event and Earth Day Event.
- Manage Public Works customer service portal, departmental website and message board system.
- Assist the Department Director and Assistant Director with special projects as assigned.
- Perform other duties as assigned.
QualificationsRequired: Bachelor's Degree in a field related to area of assignment such as environmental science, industrial hygiene, business or public administration or related field; and three (3) years' experience related to environmental compliance programs; or the equivalent combination of education, experience and training sufficient to successfully perform the essential duties of the job. Excellent oral and written communication skills and knowledge and experience in public speaking. Valid Class C driver's license and a safe driving record.
Preferred: Experience with managing recycling programs, including but not limited to: hazardous communications, storm water quality, and solid waste programs. Working knowledge of Microsoft Office programs.
