Role: HSE Compliance Manager
Job DescriptionThe HSE Compliance Manager is responsible for managing environmental permitting and regulatory compliance activities for carbon capture, utilization, and storage (CCUS) and oil and gas projects. This role oversees third-party consultants, supports permitting for injection wells and pipelines, reviews environmental, health, and safety (EHS) surveys, and ensures compliance with federal, state, and local regulations.
This is a remote position with periodic travel to project sites and regulatory meetings. The ideal candidate will have 5-10 years of environmental compliance or permitting experience within the oil and gas industry, with exposure to carbon capture and sequestration (CCUS) projects preferred. Candidates with strong upstream oil and gas permitting experience in Texas and/or Louisiana are encouraged to apply.
Responsibilities- Manage environmental consultants performing permitting and regulatory compliance work.
- Review environmental, health, and safety (EHS) surveys and technical documentation supporting Class II and Class VI injection well permits.
- Coordinate permitting activities for injection wells, pipelines, facilities, and other infrastructure projects.
- Develop and implement permitting strategies that align with project schedules and regulatory requirements.
- Monitor and interpret federal, state, and local environmental regulations affecting energy and carbon capture projects.
- Coordinate baseline environmental studies, including air, water, wetlands, and other environmental assessments.
- Prepare, review, and support regulatory applications, permit submissions, notifications, and compliance reports.
- Support permitting activities related to Underground Injection Control (UIC) Class II and Class VI wells.
- Assist with air quality permitting, greenhouse gas reporting, emissions compliance, waste management, and environmental reporting requirements.
- Maintain environmental permits, compliance databases, regulatory records, and project documentation.
- Identify regulatory risks and develop mitigation strategies to support project success.
- Coordinate with engineering, operations, project management, and environmental teams to integrate regulatory requirements into project planning.
- Serve as a liaison with regulatory agencies, stakeholders, consultants, and project teams.
- Support environmental audits, compliance reviews, and regulatory inspections.
- Prepare technical reports, presentations, and regulatory updates for internal and external stakeholders.
- Ensure consultants meet project deliverables, schedules, quality standards, and compliance requirements.
- Promote continuous improvement of environmental compliance programs and permitting processes.
- Perform additional environmental and regulatory compliance duties as assigned.
Skills and Qualifications- Bachelor's degree in Environmental Science, Environmental Engineering, Geology, Natural Resources, or a related field required.
- Master's degree is a plus.
- 5-10 years of environmental compliance, permitting, or regulatory experience within the oil and gas, energy, or environmental industries.
- Experience managing third-party consultants or contractors.
- Experience supporting oil and gas permitting projects; carbon capture and sequestration (CCUS) experience is preferred but not required.
- Knowledge of Underground Injection Control (UIC) Class II and Class VI permitting processes preferred.
- Familiarity with federal and state environmental regulations, particularly in Texas and Louisiana.
- Experience with pipeline permitting and environmental permitting for industrial projects is preferred.
- Strong understanding of environmental compliance programs, permitting processes, and regulatory reporting.
- Ability to interpret and apply environmental regulations and technical requirements.
- Strong analytical, organizational, and project management skills.
- Excellent written and verbal communication skills, including technical writing and presentations.
- Proficiency with Microsoft Office Suite and standard business applications.
- Ability to work independently while managing multiple priorities in a fast-paced environment.
- Strong collaboration, interpersonal, and stakeholder management skills.
- High attention to detail with excellent problem-solving and decision-making abilities.
Preferred Qualifications- Experience supporting carbon capture, utilization, and sequestration (CCUS) projects.
- Experience preparing or supporting UIC Class II and Class VI permit applications.
- Experience with carbon dioxide (CO?) pipeline permitting or linear infrastructure projects.
- Knowledge of air quality permitting, greenhouse gas reporting, emissions compliance, hazardous materials regulations, and environmental impact assessments.
- Familiarity with environmental auditing, sustainability reporting, and regulatory compliance management systems.
- Experience working with regulatory agencies in Texas and Louisiana.
- Three or more years of third-party consultant or project management experience.
Work Environment- Remote position with a standard Monday-Friday work schedule.
- Occasional overtime may be required to meet project deadlines.
- Periodic travel (approximately 10%) to field locations, project sites, regulatory meetings, and stakeholder engagements.
- Primarily office or remote work with occasional field visits supporting environmental assessments and permitting activities.
- Collaborative role requiring interaction with engineering, operations, environmental consultants, project management teams, and regulatory agencies.
