Full Job Description
Key Responsibilities

  • Responsibility for FCS Bayport Environment, Health and Safety, hierarchically reporting to the site Plant Manager
  • As EHS Management process owner of the site, the EHS Manager is responsible for the proper running of the process, analyzing the risks in the process, and ensuring the intended results. In the case of results below assumptions and a negative trend, the EHS Manager is responsible for re-analyzing the risk and implementing corrective actions, if justified. To achieve the goals of the process, he/she can use the resources of which he/she is the direct manager and the resources of other functional departments within the process.
  • Hierarchical responsibility of the EHS department of FCS Bayport, with major focus on development of FCS Bayport's EHS (department) structure
  • Oversee daily activities of team members to maintain & develop Environmental (14001) and Occupational Health & Safety (45001) management systems.
  • Ensure that industrial operations are in compliance with Group, government Environment, Health & Safety regulations and customer requirements.
  • Cope with regular Environment, Health & Safety audits to monitor local requirements, accident & incident or unsafe behavior & conditions.
  • Oversight of the EMS and its effectiveness, ensuring compliance with legal requirements and their continuous improvement.
  • Reporting to top management on the functioning of the EMS, including environmental activities.
  • Issuing instructions on the functioning of the EMS (post-audit orders)
  • Generate Environment, Health & Safety reports and maintain permits.


  • Work with team to develop effective Environment, Occupational Health & Safety strategies to eliminate or mitigate accident & incident cases.
  • Review and recommend improvements to existing strategies.
  • Investigate Environment, Health & Safety accidents & incidents, develop corrective or preventive plans and verify the effectiveness to avoid repeated cases.
  • Follow and enforce Group and CATALYSIS EHS standards, policies and principles.
  • Perform Health & Safety inspection, patrol or audit and prepare relevant reports to management.
  • Develop budget and timelines for Environmental, Occupational Health & Safety operations and develop cost reduction initiatives while still maintaining quality.
  • If necessary, provide job training and assistance to team members.
  • Coordinate with internal staff members, senior manager, and management team for effective implementation of EHS protection program.
  • Conducts safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective actions and implement follow up assessments.
  • Provides project management team with guidance on health and safety and confirm project site fulfills local guidelines and regulations.
  • Develop an emergency response plan & program


Who we are looking for

Education
  • Technical Bachelor or Master Degree (process, chemistry, metallurgy, engineering...) ideally completed by some training in Safety prevention or Environmental studies (but not a must)
  • 10 to 15 years of EHS experience of which at least 5 in a production & plant environment experience

Technical skills
  • Environmental Protection Agency (EPA) Responsible for protecting the environment (air, water, land)
  • Texas Commission on Environmental Quality (TCEQ), enforces environmental laws within Texas; works alongside the EPA but focuses on state-level compliance.
  • Good understanding/knowledge of chemical and metallurgical processes and associated risks.
  • Having implemented safety prevention programs in industrial environment is a plus
  • Practical experience with HAZOP, ATEX regulations and other relevant prevention programs & regulations
  • Knowledge of the process and risk-based approach
  • Knowledge of the requirements of ISO14001, 45001 and 9001 to the extent necessary to manage the assigned process
  • Proficient with PC tools as Word, Excel, and PowerPoint
  • Knowledge of more advanced digital tools, such as PowerBi is a plus
