Overview

Signet Health is seeking experienced hospital Facilities Maintenance Technician for a new hospital – Permian Basin Behavioral Health Center, located between Midland and Odessa, Texas.  The facility is scheduled to open Spring 2026. 

The Engineering Supervisor is responsible for overseeing the daily operations, maintenance, safety, and regulatory compliance of the hospital’s physical plant, utilities, and environmental systems for a behavioral health hospital in accordance with applicable federal, state, local, CMS, OSHA, NFPA, and DNV Healthcare Accreditation standards. This position supervises engineering and maintenance staff while ensuring a safe, secure, and therapeutic environment for patients, visitors, and employees.

The Engineering Supervisor serves as a key member of the hospital operations team and is responsible for preventive maintenance programs, life safety compliance, emergency preparedness support, vendor coordination, and facility readiness for surveys and inspections.

Responsibilities Include:

 

  • Facility Operations & Maintenance
    • Supervise the daily operations of the Engineering/Maintenance Department.
    • Oversee maintenance and repair of hospital equipment, HVAC systems, electrical systems, plumbing, generators, fire alarm systems, medical gas systems (if applicable), and building infrastructure.
    • Ensure the hospital environment remains safe, functional, and compliant with behavioral health safety standards.
    • Coordinate and monitor preventive maintenance schedules and documentation for all facility equipment and systems.
    • Maintain utility management systems and monitor energy conservation initiatives.
    Regulatory & Compliance
    • Ensure ongoing compliance with DNV Healthcare Accreditation standards, CMS Conditions of Participation, OSHA regulations, NFPA Life Safety Code, Texas state regulations, and applicable local codes.
    • Maintain accurate maintenance logs, inspection records, testing documentation, and work order systems required for surveys and audits.
    • Participate in Environment of Care (EOC), Safety, Emergency Management, and Infection Prevention activities.
    • Assist with preparation for DNV, state, fire marshal, and other regulatory inspections.
    • Ensure all required testing and inspections are completed timely, including but not limited to:
      • Fire alarm systems
      • Emergency generators
      • Sprinkler systems
      • HVAC pressure relationships
      • Exit signage and emergency lighting
      • Water temperature monitoring
      • Ligature and environmental risk assessments
    Behavioral Health Safety
    • Support behavioral health environmental safety standards, including ligature risk mitigation and patient safety initiatives.
    • Conduct routine environmental rounds to identify and correct safety hazards.
    • Collaborate with leadership regarding patient and staff safety concerns related to the physical environment.
    Leadership & Staff Supervision
    • Supervise engineering and maintenance staff, including scheduling, performance management, training, and competency validation.
    • Ensure staff maintain required certifications, safety practices, and regulatory training.
    • Promote teamwork, accountability, customer service, and a culture of safety.
    Emergency Preparedness
    • Assist with emergency management planning and response efforts.
    • Support hospital operations during emergencies, utility failures, severe weather, and disaster situations.
    • Participate in emergency drills and after-hours on-call rotation as required.
    Vendor & Contractor Management
    • Coordinate outside vendors and contractors performing maintenance or repair services.
    • Ensure vendors comply with hospital safety, infection control, confidentiality, and contractor requirements.
    • Monitor contracted services for quality and regulatory compliance.
  • Requirements/Qualifications Education
    • High school diploma or GED required.
    • Associate degree or technical certification in engineering, facilities management, HVAC, electrical systems, or related field preferred.
    Experience
    • Minimum of 3–5 years of hospital engineering, maintenance, or facilities management experience required.
    • Prior supervisory experience preferred.
    • Behavioral health or healthcare facility experience strongly preferred.
    • Experience with DNV, Joint Commission, CMS, or other healthcare accreditation standards preferred.
    Licensure/Certifications
    • Valid Texas driver’s license required.
    • HVAC, electrical, boiler, or other trade certifications preferred.
    • Certified Healthcare Facility Manager (CHFM) preferred but not required.
    Knowledge, Skills, and Abilities
    • Knowledge of hospital engineering operations and healthcare facility compliance requirements.
    • Knowledge of DNV standards, NFPA Life Safety Code, OSHA standards, and CMS requirements.
    • Ability to read blueprints, technical manuals, and maintenance documentation.
    • Strong leadership, organizational, communication, and problem-solving skills.
    • Ability to prioritize multiple projects and respond effectively in emergency situations.
    • Proficient in computerized maintenance management systems (CMMS) and Microsoft Office applications.
    Physical Requirements
    • Ability to walk, stand, bend, climb ladders, and lift up to 50 pounds.
    • Ability to work in mechanical spaces, rooftops, and confined areas as necessary.
    • Ability to respond to emergency situations outside of regular business hours.

     

     

    Hospital/Program Description

    The Permian Basin Behavioral Health Center is a NEW behavioral health facility located between Midland and Odessa. The Center will provide inpatient and outpatient mental health services to help individuals of all ages overcome their challenges. This exciting partnership between Midland County Hospital District and Ector County Hospital District marks the start of a new chapter in the future of behavioral health in the Permian Basin.  PBBHC is scheduled to open spring 2026.
