Primary Purpose of Job & Essential Duties/Responsibilities
Primary Purpose of Job
The primary purpose of this position is to manage major capital improvement projects associated with planning, design, and construction for a wide variety of municipal projects. Engineering Project Manager I - IV positions provide various levels of contractual compliance, oversight of architectural, engineering, and construction management practices, and technical review of private development permits depending on their level.

Engineering Project Manager I - Under the direction of the Municipal Engineer, an employee in this position assists, or performs as assigned, duties and responsibilities associated with field inspections, documentation, permit review and coordination, policy development, and general project support.
Engineering Project Manager I will become more independent in their daily tasks as the employee develops their knowledge, skills, and abilities while on the job and as they progress through the certification process. Engineering Project Manager I will also take daily direction from senior project managers when assisting with their projects.

Engineering Project Manager II - Under the direction of the Municipal Engineer, an employee in this position performs duties and responsibilities associated with managing all elements of project and construction management for small to medium sized projects and assisting on large projects. The Engineering Project Manager II will also take daily direction from senior project managers when assisting on their projects.

Engineering Project Manager III - Under the direction of the Municipal Engineer, an employee in this position performs duties and responsibilities associated with managing all elements of project and construction management for all project sizes and coordinates daily activities for lower-level project
managers assisting on their projects.

Engineering Project Manager IV (Senior Engineer) - Under the direction of the Municipal Engineer, an employee in this position performs all duties and responsibilities associated with managing all levels of project and construction management, signing off on private development permits, and directly
supervising Engineering Project Managers I - III and their projects as assigned by the Municipal Engineer.

Under the general supervision of the Municipal Engineer, the Engineering Project Manager I - IV positions exercise independent judgement and discretion based on their experience, licenses, and certifications as a professional with technical expertise to perform the daily tasks and responsibilities within department established policies, procedures, laws, and regulations and consistent with the capital projects contracts and requirements.

Engineering Project Managers assist and act in a confidential capacity to the Municipal Engineer, Public Works Director, Municipal Administrator, Assembly, Municipal Attorney, and other department heads who formulates, determines, or effectuates management policies.

Essential Duties and Responsibilities
Engineering Project Manager I assists, or performs as directed, in the following duties and responsibilities
Engineering Project Manager II performs the following duties and responsibilities for small and mid-sized projects
Engineering Project Manager III performs the following duties and responsibilities for all project sizes
• Applies contract management, architectural, and engineering principles and practices to all phases of the planning, design, and construction of a wide variety of major capital improvement projects
• Performs complex engineering work, such as analyzing, planning, designing, and implementing projects
• Plans and directs research and development work, and engages with others in the design and development process
• Leads engineering presentations to governing boards and other organizations
• Serves as contract administrator or construction coordinator or both on major construction projects
• Prepares Gant charts for project scheduling and monitoring status of project
• Manages outside consultants, private contractors, and suppliers, including project oversight for adherence to contract specifications
• Prepares reports, plans, specifications, and cost estimates for various types of design and construction projects
• Prepares various solicitations and contracts for consulting and construction services
• Performs and manages necessary construction management oversight, reporting, material testing, and compliance management
• Procures and negotiates contracts for professional and construction services
• Purchases and expedites materials and equipment purchasing for projects
• Coordinates with a variety of outside government and private agencies on projects and permitting
• Negotiates and oversees property acquisitions, leases, and easements necessary for projects
• Establishes, monitors, and conducts quality control design and bid package reviews and approvals
• Coordinates and conducts public meetings at various milestones of a project
• Prepares and monitors grants, local assistance programs, and budgets to ensure all terms, conditions, and budget limits are followed
• Applies for and manages federal and state permits required on projects
• Performs other duties as assigned

Engineering Project Manager IV (Senior Engineer) performs all the above duties and responsibilities for allproject sizes. Additional duties and responsibilities include, but are not limited to, the following:
• Provides daily direction and oversight of work performed by lower-level Engineering Project Managers as assigned by the Municipal Engineer
• Manages, trains, and mentors other project managers and engineers
• Advises department heads about project-related technologies, engineering and construction techniques, and associated means and methods.
• Manages the most complex capital improvement projects
• Develops special provisions and specifications for projects
• Advises Municipal Engineer, Public Works Director, Municipal Administrator, Municipal Attorney, and other affected department heads about legal or contractual concerns or claims associated with projects
• Fills in for Municipal Engineer when absent
Knowledge, Skills, & Abilities

All Engineering Project Managers I - IV are expected to have a level of knowledge, skills, and abilities based on their years of experience, professional certifications, and/or professional licensing in the field of engineering, architecture, project management, or construction management.

Knowledge of:
• Engineering, architecture, project management, and construction management principles and practices
• Equipment and materials used in engineering, architecture, and construction management
• Safety practices in engineering, architecture, and construction management
• Standard engineering, architectural, project management, or construction management principles as applied to capital projects, public and private plan reviews, permitting, and design reviews
• Practice of design and construction, construction inspection, project engineering, survey, project management, property acquisition, leases, and federal-level contract administration
• Local, state, and federal laws, statutes and ordinances, assistance, and grant programs for capital projects
• Best practices and the department established policies and procedures which apply in the planning, analysis, design, construction, and management of the types of projects undertaken by the
Engineering Department
• Use of computers and application of applicable software in an engineering or architecture office

Skills in:
• Operating a personal computer using standard or customized software applications appropriate to assigned tasks, including Excel, Word, SharePoint, Microsoft Project, Blue Beam, and AutoCAD
• Designing roadways, utilities, drainage and structures
• Dealing with a wide range of persons, including situations in which individuals may be upset over denied permits or construction compliance issues.
• Presenting technical information in front of a small and large audience in a productive clear, concise, and understandable manner
• Negotiating with contractors to arrive at an agreeable solution or price for contract items
• Creating a project timeline and maintaining those deadlines throughout the project
• Analyze potential risks to develop risk mitigation strategies
• Utilizing conflict management principles to fix stalled projects, project discrepancies, or other project setbacks
• Preparing spreadsheets, tracking project costs, monitoring budget expenditures, and documenting project progress
• Motivating and leading others including staff, contractors, and project partners

Ability to:
• Write and review complex design documents, specifications, codes, leases, grants, and contracts
• Represent the organization as a licensed professional engineer for matters of code compliance
• Serve as an engineering expert for technical and legal compliance determinations, safety reviews, surveys, and infrastructure condition assessments
• Use Computer Automated Drafting systems
• Read, design, and compose design plans and maps
• Work effectively with elected officials, department heads, representatives of other agencies, employees, the media, and the general public in a diverse environment including various cultures and backgrounds
• Communicate well with others, both orally and in writing, using both technical and non-technical language
• Understand and follow oral and written policies, procedures, and instructions
• Prepare and present accurate and reliable reports containing findings and recommendations

Minimum Qualifications & Other Job Requirements/Expectations
Minimum Qualifications
Engineering Project Manager I (Grade 32):
• Bachelor's degree in engineering, architecture, construction management, or related field; and
• One year of professional project management experience; or
• Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work.

Engineering Project Manager II (Grade 33):

Option 1
• Bachelor's degree or higher in civil engineering; and
• Passed the Fundamentals of Engineering - Civil exam; and
• Possess Engineer in Training certification; or
• Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work.

Option 2
• Bachelor's degree or higher in engineering, architecture, project management, construction management, or related field; and
• Three years of capital project management experience; and
• Possess a project management professional certification from a recognized, accredited project management organization (like Project Management Institute); or
• Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work.

Option 3
• Bachelor's degree or higher in engineering, architecture, project management, construction management, or related field; and
• Five years of project management experience as lead manager on municipal projects that include complex environmental permitting and funding compliance typically found on grant-funded projects; or
• Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work.

Engineering Project Manager III (Grade 34):

Option 1
• Bachelor's degree or higher in discipline recognized by State of Alaska for purposes of obtaining an Alaska Professional Engineer license; and
• Possess a Professional Engineer license; and
• Two years of relevant work experience after licensure; or
• Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work.

Option 2
• Bachelor's degree or higher in discipline recognized by State of Alaska for purposes of obtaining an Alaska Architects license; and
• Possess a Professional Architects license; and
• Two years of relevant work experience after licensure; or
• Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work.

Option 3
• Bachelor's degree or higher in engineering, architecture, project management, construction management, or related field; and
• Seven years of capital project management experience; and
• Possess a project management professional certification from a recognized, accredited project management organization (like Project Management Institute); or
• Any equivalent combination of experience, education, and training that provides the knowledge, skills, and abilities necessary to perform the work.
