Job Summary

This position directly supports the Science & Technology Products super-directorate by ensuring projects are contained within the defined technical scope, capturing, and managing the technical work to be executed, managing task execution, and capturing performance status. To be successful, this role requires a working understanding of the technical product combined with planning and cost/schedule management. Therefore, a technical background is a major benefit. Equally important is a depth of experience and direct application of cost, schedule, and EVM processes.

The Engineering Control Account Manager (CAM) serves as a crucial interface between the engineering/technical team, Finance, Scheduling, and program management. This role includes monitoring and analyzing progress and expediting critical path components and processes to maintain schedule. They evaluate and resolve barriers to task completion, some of which may be complex, related to design, quality, cost, and schedule. This position involves the exercise of independent judgment and discretion about matters of significance.

DUTIES AND RESPONSIBILITIES:
  • Work with project team to identify, decompose, and allocate the technical scope documented in a Statement of Work (SOW) to create a Work Breakdown Structure (WBS) and an Integrated Master Schedule (IMS).
  • In consultation with engineering team, build project schedules using tools such as Microsoft Project.
  • Oversee and monitor project schedule, timelines, and milestones from initiation to delivery to meet delivery goals.
  • Lead project teams to gather and provide project status to key stakeholders. Assess remaining project effort and cost as part of a regular Estimate at Complete (EAC) update process.
  • Perform Earned Value Management (EVM) analysis to identify and document the root causes of cost and schedule variances, and drive corrective actions to completion
  • Coordinate departmental and/or cross-functional teams to assign and prioritize tasks focused on delivering new or upgrading existing products and/or services.
  • Analyze project labor and material expenditures for improper charging and other discrepancies.
  • Lead interdisciplinary teams to tackle project challenges.
  • Participate in request for proposal (RFP) process to develop Basis of Estimates (BOEs) and preliminary schedules to generate new business.
  • Develop Baseline Change Proposals (BCPs) to incorporate new scope into the project baseline.
  • Identify issues, analyze and interpret data, and develop solutions to a variety of non-routine challenges of diverse scope and nature.
  • Flex adaptability to manage multiple projects and conflicting priorities.
  • Develop and manage large data sets in Excel to address specific program challenges.
  • Administer and maintain large scale tracking and burn-down workbooks beyond typical Earned Value Management. Examples include procurement tracking, drawing burn-down, and line-of-balance trackers for manufacturing and assemblies.
  • Manage both developmental and production (manufacturing) programs.
  • Maintain the strict confidentiality of sensitive information.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
  • Ensure compliance with environmental and other regulations.
  • May be required to interpret and administer policies and procedures that impact project(s).
  • Perform other duties as assigned or required.

Job Qualifications

  • Typically requires education or formal training equivalent to the completion of a bachelor's degree in an engineering discipline, business administration or related discipline, along with seven or more years of related experience. May substitute equivalent experience in lieu of education. BS degree in an engineering discipline desired.
  • Must have general knowledge of earned value systems in a research or production environment.
  • Previous EVMS experience desired, must be able to complete a CAM certification within the first 6 months after hiring.
  • Must either have engineering skills or the ability to gain an understanding of engineering issues in the conduct of the job.
  • Must possess:

  • Previous DOD experience with military standards and instructions is highly desirable.
  • Demonstrated experience in a manufacturing environment is highly desirable, particularly in roles involving production planning, cost control, or schedule management.
  • PMP or EVMS certification is highly desirable.
  • Must possess experience with the following tools:
    • Microsoft Project or light version of Project
    • Microsoft Office (Word, Excel, PowerPoint)
    • Product Data Management (PDM) systems such as Windchill or similar
    • Material Requirements Planning (MRP) systems such as SAP or similar
  • Ability to work independently or in a team environment is essential.
  • The ability to obtain and maintain a DoD secret clearance is required and preferred.
