JOB SUMMARY

This position is responsible for the proper utilization, construction and maintenance of AC and DC Power Substations, associated motor generator locations and the Supervisory Control and Data Acquisition System (SCADA) so the LIRR has a safe and reliable electrical power system. Coordinate daily maintenance and construction activities with various departments, (Signal, E.T., Communications, B&B and System Operations), utilities and outside vendors to minimize interruptions of service. The Engineer Substation Level III shall have the responsibility of overseeing that all work being performed by departmental field forces is performed safely, in a timely manner and in the budgeted constraints. The Engineer is responsible for giving guidance and direction to his/her subordinates in all facets of substation operations.

DUTIES AND RESPONSIBILITIES
  • Oversee the maintenance of 104 distribution substations, 26 motor generator locations and the central SCADA system. Implement system modifications of various substation and SCADA equipment due to new construction and system improvements. This includes the responsibility of developing and modifying PLC code to meet the infrastructure's requirements.
  • Respond to operational and weather emergencies on a 24/7 basis. This position is responsible for participating in the LIRR Winter Storm Response.
  • Coordinate LIRR and Utility (Con Edison/LIPA) activities.
  • Coordinate maintenance and construction tasks with other departments.
  • Oversee the installation and testing of new technologies.
  • Order material for replacement parts and new projects. Evaluate alternate material, test and implement improvements.
  • Administer monthly labor documents and material usage reports.
  • Oversee Power related mark-outs and the testing/maintenance of electrically operated switches. Oversee the testing of protective gloves, mats and blankets.
  • Direct new Central Safety Program for employees. Ensure the workplace, tools, vehicles & equipment is generally safe for the maintenance forces.
  • Ensure compliance with Absence Control Policy, Employee O.T., consumption bills.
  • Select develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Maintain/Update the SCADA hardware/software applications.


REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor's degree in in Electrical Engineering/Computer Science or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
  • Minimum of 6 years progressively recent related experience in power system construction and maintenance.


KNOWLEDGE, SKILLS AND ABILITIES
  • Must possess a comprehensive understanding of electrical power distribution, generation, frequency conversion, high voltage protection systems including testing, calibration and personnel safety practices, SCADA and process control functionality.
  • Must possess a strong working knowledge of Programmable Logic Controllers (PLCs), relay logic, solid state circuitry and communication networking.
  • Must have extensive PLC and HMI programming experience as it pertains to power distribution systems
  • Must have a strong communications and networking background
  • Must have a detailed understanding of ICS and Cybersecurity concepts
  • Must have an understanding of electrolysis operations
  • Must possess demonstrated problem solving, leadership capabilities as well as project management experience including budget forecasting.
  • Must possess effective decision making, problem solving and analytical skills
  • Must be self-motivated with the ability to provide solutions to complex problems.
  • Must possess effective communication and PC skills, with knowledge of applicable collective bargaining agreements and union work.
  • Must have a valid drivers license.
  • Supervisory experience in a union environment.
  • Minimum of one year as an Engineer Substation Level II or Assistant Engineer Substation Level III

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
  • This position requires a driver's license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
