SALARY: $54.25 - $65.12 Hourly / $112,840.00 - $135,449.60 Annually

THE ROLE:
As an Engineer III, you will perform advanced professional engineering work involving the independent planning, design, analysis, and delivery of complex capital improvement and public infrastructure projects. This position plays a key role in supporting the City of Pasco's continued growth through the development and delivery of projects involving streets, utilities, stormwater, transportation, water and wastewater systems, and facility infrastructure.
The ideal candidate will have professional engineering experience in civil, municipal, or public works engineering, strong technical judgment, and the ability to manage complex projects with minimal supervision. This role requires a high level of technical expertise, project management skills, quality control oversight, and the ability to prepare and seal engineering documents.
You will independently prepare and oversee engineering designs, plans, specifications, estimates, and technical documents; serve as project manager on medium-to-large capital projects; manage consultant contracts; oversee construction-phase tasks such as submittal review, RFIs, pay estimates, change orders, and project documentation; and conduct field reviews to verify compliance with plans, specifications, and applicable standards.
This position also coordinates with internal staff, external agencies, utility companies, consultants, and contractors throughout project development and delivery; supports public involvement activities; and provides guidance and technical direction to lower-level engineering staff. Review
REQUIRED MINIMUM QUALIFICATIONS: Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job.
  • Bachelor's degree in Civil Engineering or a closely related field.
  • Four (4) years of professional engineering experience in civil, municipal, or public works engineering.
  • Professional Engineer (PE) license required.
  • Valid driver's license.
  • Ability to obtain and maintain City-required training and certifications.

PREFERRED QUALIFICATIONS:

  • Experience in project management of capital projects.
  • Experience managing medium-to-large capital improvement or public infrastructure projects.
  • Experience preparing and overseeing complex engineering designs, plans, specifications, estimates, technical reports, and project documentation.
  • Experience managing consultant contracts, monitoring project progress, and resolving technical or scheduling issues.
  • Experience performing or overseeing construction-phase tasks, including submittal review, RFIs, pay estimates, change orders, field reviews, and project documentation.
  • Experience applying engineering standards and regulatory requirements, including WSDOT/APWA standards, LAG Manual, AWWA standards, Ecology guidance, and other applicable regulatory frameworks.
  • Experience providing technical review, quality control oversight, or guidance to lower-level engineering staff.
  • Strong project management, communication, technical writing, problem-solving, organization, and relationship-building skills.

  • Medical coverage is available at tiered monthly rates based on plan selection and coverage level. Dental coverage is available at $11.59/month and vision coverage at $6.54/month.
  • Basic life insurance paid for by the City and employee sponsored supplemental life insurance.
  • 12 days of vacation during the 1st year of employment and 12 days of sick leave which are available for use upon accrual.
  • 10 holidays, plus each employee receives 1 floating holiday each year.
  • Washington State Department of Retirement Systems (DRS), which offers a guaranteed monthly benefit once vesting criteria has been met.
  • In addition to DRS, employees may also contribute to a 457 Deferred Compensation Plan, that offers a pre-tax contribution of 4% from the City.

SAFETY/WORK CONDITIONS:

  • Work is performed in office and field settings.
  • This position may require field work, including site visits, construction observation, and inspections, with exposure to weather, construction activity, noise, uneven terrain, and traffic.
  • Physical: Ability to lift and carry materials and equipment up to 25 pounds.
  • Occasional evening or weekend work may be required for project deadlines, public meetings, or construction coordination.
