Full Job Description
Located in La Porte, TX, the role of Environmental Engineer will be responsible for maintaining all air permits for a chemical manufacturing facility and ensuring that the applications are timely, accurate and reflect the needs of the operating units. A Day in the Life • Responsible for preparing and submitting applications for amendments, renewals and alterations to NSR Air Permits and MSS Air Permits as well as submittal or assistance with Permit By Rule Registrations and Standard Permit applications. • Review projects and operational changes to evaluate need for permitting action. • Manage and maintain the site's 3 Title V Federal Operating Permits including revisions, renewals and notification of Off-Permit/Operational Flexibility Actions. • Partner with Environmental Unit Contacts (EUC) to identify air permitting needs and obtain necessary information from operating unit needed for applications. • Work with EUC, technical engineers, and operations to ensure the new air permit requirements are achievable by operating units. • Collaborate with EUC to develop and implement systems and tools to comply with permits. • Interface with TCEQ personnel during permit application process and responding to Notices of Deficiency and answering questions. • Ability to manage consultants for outsourced permit steps (i.e., ambient air dispersion modeling). • Strive to obtain air permits with maximum operating flexibility that accurately reflect unit operating constraints. • Maintain robust electronic record keeping system including permit portal that is accessible by peers and provides clear documentation of basis for permits, calculations and agency correspondence. • Assist EUCs during air regulatory inspections and agency information requests as needed. • Develop and maintain process to review capital projects and Long Range Capital spending plan to identify the need for air permit amendments as early as possible. • Participate in On-Call rotation for environmental release reporting. • Represent the site in company teams, trade organizations and best practice groups. • Identifies, initiates and develops projects that improve environmental performance. • Reviews environmental performance data and initiate continuous improvement activities. • Backup to EUC's by supporting specific areas of the plant in daily operations and compliance activities. • Obtain certification to lead formal investigations of HSE incidents. • Occasionally present HSE topics to new employees and others as needed. You Bring This Value • Four year applicable Engineering or Science degree. • Typically has a minimum of 8 years of hands-on experience of creating and submitting NSR air permit applications in Texas for refinery or chemical manufacturing facilities. • In depth knowledge of Non-Attainment NSR, Dispersion Modeling, PSD, Netting and understanding of TCEQ air permit process from application to permit issuance. • Base knowledge of Title V Federal Operating Permit program as well as Federal and Texas air quality regulations (experience with Title V permits is a plus). • Experience working in a chemical manufacturing or refinery is a plus. • Demonstrated experience interacting with a regulatory agency. • Excellent written and oral communication skills with the ability to effectively communicate at all levels of the organization. • Must be organized and meticulous at documenting the background info for permits. • Ability to understand chemical manufacturing processes and equipment with strong understanding of chemistry and math. • Ability to organize and prioritize work, facilitate meetings, give presentations and have strong aptitude to utilize technology to bring efficiency to the compliance management systems. • Must be able to establish long-range plans with interim milestones for permit projects. • Effectively identify, engage and update key stakeholders on permit application process. • Be able to foresee problems, identify proactive measures that can be taken and have the capability to plan and execute the work. • Ability to challenge status quo and find innovative permitting and compliance solutions. • Own decisions and outcomes. • Teamwork is an expectation. • Provide great customer service to internal and external customers. • Occasional travel to Austin TX may be required for meeting with TCEQ staff.
