Position Overview
The Enforcement Coordinator provides operational administrative support to the Manager, Enforcement Services and the Enforcement supervisory team. The role supports the advancement of operational priorities, directives, and initiatives that strengthen service delivery and compliance activities.
Responsibilities
Operational Support
• Conducts research and reviews enforcement investigation files and historical records to compile summaries and briefing materials for management.
• Prepares investigation and enforcement activity summaries to support management responses to escalations, inquiries, and other sensitive matters.
• Assists the enforcement team with administrative functions such as document preparation, circulation, data entry, tracking, and records management.
• Coordinates administrative processes between Enforcement and internal stakeholders, including procurement, finance, and corporate services, to support operational and business requests.
• Supports procurement-related activities, including documentation, tracking, and coordination, in accordance with organizational policies and management direction.
• Assist with the preparation of reports, correspondence, presentations, and other materials related to enforcement operations and initiatives.
• Supports operational projects, training initiatives, directives, and process improvements to help advance enforcement objectives.
• Receives, manages, and appropriately handles confidential and sensitive information on behalf of Enforcement Management.
• Coordinates meetings and activities, including scheduling, logistics, material preparation, minute-taking, and tracking action items.
• Responds to internal and external inquiries in a professional, timely, and customer-focused manner, including diplomatic interactions with the public.
• Prioritizes and manages correspondence and scheduling requests, including shared supervisory inboxes and executive communications.
• Supports management with escalated complaints and inquiries by reviewing files, compiling investigation histories and milestones, drafting response materials, and tracking follow-ups on behalf of management as needed.
• Coordinates interdivisional inquiries, investigations, and circulation (including FOI coordination as directed), ensuring senior leadership is informed of significant issues.
• Builds and maintains effective working relationships across departments to support coordination, planning, and implementation of projects and operational initiatives.
• Supports enforcement programs and initiatives through coordination of communications, training materials, change management activities, progress tracking, and reporting.
• Assists with financial and administrative coordination, including budget tracking, variance reporting, accounts payable/receivable, reconciliations, and authorization records, in consultation with Finance.
• Supports the development review and updating of directives, SOPs, business processes, and system materials. Conducts quality control reviews to recommend improvements.
• Support systems, data, and reporting functions by assisting with data collection, data cleanup, master list maintenance, quality assurance activities, and the preparation of operational, financial, and performance reports under management direction.
Software Administration/Program Administration
• Under the guidance of management, assists with the development of informational and educational materials in collaboration with the Communication, Marketing and Engagement (CME) department.
• Supports management with short- and long-term planning initiatives.
Administrative Support
• Drafts correspondence including emails and letters.
• Maintain stakeholder lists and consultation records.
• Under directions of reporting manager, reviews the agenda review document, and circulates andflag/draft comments for management review based on clear guidelines.
Communication and Outreach
• Assists with the development and organization of delivery of education and outreach initiatives tointernal and external stakeholders.
• Assists with drafting, organizing and distributing departmental updates, including policy andprocedural changes.
• Assist with draft content including for the website, social media, TV, and planned messaging updates including for the bulletin and the BCLPs TV board.
Other Duties
• Performs other related tasks and projects, as, assigned, which are in accordance with jobresponsibilities or necessary department and corporate objectives.
• Responsible for ensuring compliance with the Occupational Health and Safety Act (OHS) andRegulations and the corporate Occupational Health and Safety Policy and related procedures.
• Responsible for ensuring compliance with the Accessibility for Ontarians with Disabilities Act (AODA)and Regulations, and related corporate policies and procedures.
Qualifications and Experience
• Minimum two (2) year College Diploma in: Business/Legal/Law/Office or Municipal Administration.
• Minimum of three (3) years of progressively responsible administrative or coordination experience in a municipal, regulatory, enforcement, or compliance environment.
• Demonstrated experience supporting management or supervisory staff, including coordination of operational activities, meetings, reporting, and sensitive correspondence.
• Experience working with enforcement, regulatory, or investigative functions, such as file review, case tracking, escalation support, or compiling investigation summaries.
• Strong experience handling confidential and sensitive information, including adherence to privacy, FOI/MFIPPA, and records management requirements.
• Proven ability to coordinate across multiple teams or departments, acting as a liaison to move operational and business matters forward.
• Demonstrated knowledge of the City's core and relevant functional competencies.
• Strong coordination and organizational skills, with the ability to manage multiple priorities, deadlines, and work flows simultaneously.
• Analytical and research skills to review enforcement files, extract key information, identify trends, and prepare clear summaries and briefing materials.
• Written communication skills to draft correspondence, reports, briefing notes, investigation summaries, SOPs, and management materials accurately and professionally.
• Interpersonal and liaison skills to work effectively with enforcement staff, management, senior leadership, internal departments, external agencies, and the public.
• Judgment and discretion in handling confidential, sensitive, or high-risk enforcement information.
• Demonstrated tact, professionalism, and resilience.
• Problem-solving and process-improvement skills to identify gaps, support quality assurance reviews, and recommend operational or system improvements.
• Data management and reporting skills, including data entry, validation, cleanup, tracking, and preparation of operational and financial reports.
• Administrative and financial coordination skills, including tracking budgets, accounts payable/receivable, procurement documentation, and authorization records.
• Time management and prioritization skills to respond to inquiries, escalated matters, and management requests in a timely and effective manner.
• Technology proficiency, including advanced use of Microsoft Office applications and the ability to learn and support specialized enforcement systems.
Preferred Qualifications
• Public Policy or Political Science, AMCTO Certification, and/or enrollment.
• Working knowledge of Microsoft Dynamics CRM, Diamond GP, AMANDA, and emerging technologies.
• Municipal or regulatory focused coursework or certifications are considered an asset, including: municipal law or by-law administration, Provincial Offences Act (POA) fundamentals, records and information management, privacy legislation (MFIPPA/FOI), project coordination or change management
Working Conditions
• Standard office environment with frequent interaction with staff, management, Council, and external stakeholders.
• Work involves sustained mental and visual concentration with frequent interruptions.
• Ability to meet deadlines and work with minimal supervision.
• Availability to work outside regular business hours, as required.
