Office Location: All BCER Locations
Salary: $83,312.49 - $94,991.51 - Temporary Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for employees based in Fort St John, Dawson Creek, Prince George, and Terrace.
An additional 13% Location Allowance will be added to posted salary for employees based in Fort Nelson.
About the Job:
The Energy Project Assessment Lead (Lead) plays a key role in managing and leading reviews for renewable energy and transmission line projects. The Lead works collaboratively with BCER staff and provides oversight and coordination of renewable energy projects and project assessment processes.
The role also provides operational oversight to a project team of diverse and geographically dispersed professionals across the province and responds to emerging priorities and complex issues related to Indigenous consultation, permitting, and project reviews.

Energy Project Assessment Lead
Responsibilities
Project Assessment
Coordinate end-to-end project review processes for renewable energy and/or transmission line proposals, including application intake, review, and recommendations.
Track and report on renewable project progress, risks, and timelines, escalating emerging or complex issues to senior leadership as appropriate.
Ensure proponents and other participants have access to all relevant background information, data and reports for the project, and all relevant guidelines, standards and policies, to ensure clarity of expectations throughout the review process; provide clarification where necessary.
Manage the preparation of key process documentation, including tracking documents, official correspondence, consultation records, and assessment reports.
Provide analysis, review and drafting of key documents (including technical materials and guidance).
Work with proponents and applicable government agencies to identify technical and policy issues and manage the resolution of these issues.
First Nations and Stakeholder Engagement
Work collaboratively with Indigenous Nations participating in the application review process, supporting relationship building and ensuring early, meaningful engagement.
Review and advise on the adequacy and effectiveness of the industry's pre-engagement with First Nations, and effectiveness of engagement with the public, stakeholders, and applicable government agencies; recommends improvements or mitigations where necessary.
Assist with consultation on complex and highly sensitive cases and provides advice on related implications.
Program Support
Prepare and present results of assessments, options, and impact analysis to senior leadership.
Support internal project teams by ensuring clear communication, alignment of responsibilities, and consistent progress tracking across departments involved in project review and decision-making.
Support the Executive Director, Renewable Energy; Executive Director Energy Development, Restoration & Sustainability; Director. First Nations Engagement and Consultation, and Executive with briefings, decision-support materials, and coordination of application reviews.
Qualifications
Education:
Degree from a recognized post-secondary institution in a relevant field such as Natural Resource Management or Environmental Science, and five (5) years' experience in a related natural resource management discipline; or
Technical diploma in a relevant field and seven (7) years' experience in a related natural resource management discipline; or
A relevant combination of education, experience, and training that would result in the incumbent meeting the above standards.
Experience:
Demonstrated experience coordinating or managing complex, multi-stakeholder projects or initiatives, preferably in the areas of natural resource management, energy development, Indigenous relations, or environmental assessment.
Demonstrated experience in the identification and evaluation of information required to support decision-making processes on large projects, programs, or other high-profile initiatives.
Demonstrated experience leading consultation or negotiations with First Nations communities and groups on complex issues and processes in a natural resource or regulatory context.
Demonstrated experience building and maintaining strong relationships with First Nations communities, governments, and organizations, grounded in respect, cultural awareness, and trust.
Demonstrated experience analyzing or interpreting regulatory frameworks, policies, or technical information related to energy, environment, or land/resource use.
Demonstrated experience presenting results of assessments, options and impact analysis to senior leadership or executive teams.
Demonstrated experience in coordinating multiparty engagement, facilitation and conflict resolution, and an ability to navigate complex and sensitive issues with disparate opinions.
Preference may be given to candidates with energy sector experience.

About the Team
The Responsible Development & Indigenous Relations Department leads the organization's efforts for responsible energy development and the need to meet its commitments to the successful implementation of B.C.'s mandate under the Declaration on the Rights of Indigenous Peoples Act (DRIPA) as well as organization's strategic goals respecting reconciliation. The Department leads the end-to-end application review process while considering the environmental impacts of energy development in the province and those impacts for energy resources on Indigenous People. The team is also accountable for leading the implementation of the organization's transformational approach to application reviews with Indigenous nations.
The Energy Development, Restoration & Sustainability department leads the organization's efforts to deliver the expanding mandate on electrification, and to increase the linkages to work on restoration, cumulative effects management within the northeast, within the BCER and across broader government. In addition, the department oversees the Dormancy Program and the Orphan Program.
