Job Summary

The Emergency Manager plays a critical role in supporting the development, implementation, and continuous improvement of Amtrak's Emergency Management Program. This position is responsible for coordinating regulatory training, facilitating exercises, supporting incident response operations, and maintaining essential documentation to ensure organizational readiness and resilience.

Essential Functions

  • Regulatory Training & Exercise Coordination - Facilitate the delivery of required regulatory training programs and support the planning, design and development, conduct and evaluation of discussion and operation-based exercises to ensure compliance and readiness.
  • Emergency Management Program Support - Assist in the implementation of Amtrak's Emergency Management Program, including reviewing and updating response plans, procedures, and operational guidelines.
  • Incident Response & Stakeholder Coordination - Build and maintain relationships with local, state, and federal response agencies including fire, police, EMS, and emergency management organizations. Support response efforts during incidents and service disruptions by coordinating with internal departments and external stakeholders to ensure timely, effective action and communication.
  • After-Action Reviews & Organizational Learning - Draft After-Action Reports, lead and document debriefs and After-Action Reviews (AARs) following incidents and exercises; identify lessons learned and recommendations for corrective actions to enhance organizational readiness.
  • Documentation & Communication Management - Develop, update, and distribute emergency management documents, including exercise materials, plans, reports, meeting summaries, and correspondence, ensuring accuracy, clarity, and version control.


Minimum Qualifications

  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 7 years of relevant work experience.

  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 9 years of relevant work experience.


Knowledge, Skills, and Abilities

  • Working knowledge of emergency management planning processes, including the Incident Command System (ICS) and National Incident Management System (NIMS).
  • Demonstrated knowledge of multi-agency response structures and interagency coordination practices involving law enforcement, fire services, EMS, and emergency management agencies.
  • Demonstrated skill in delivering regulatory training programs and support facilitating exercises, including workshops, tabletop exercises, and functional/full-scale exercises.
  • Demonstrated ability to support incident response operations through effective communication and coordination with internal departments and external partners, while producing clear, accurate, and well-organized emergency management documents, reports, and communications.
  • Ability to handle multiple projects simultaneously, including training coordination, documentation updates, and incident support activities.
  • Able to perform effectively in high-stress environments, particularly during emergencies or service disruptions.
  • Demonstrated ability to work with diverse stakeholders, including government agencies and internal departments to achieve coordinated outcomes.
  • Must be able to travel nationwide (50%+)
  • This is an on-call 24/7/365 position

The salary/hourly range is $113,200.00 - $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
