Job Description:

The Emergency Management & Business Continuity (EMBC) Program Manager leads campus-wide efforts to ensure preparedness, resilience, and coordinated response to disruptions and disasters across both acute and ambulatory care settings. This role is responsible for oversight and integration of emergency management and business continuity programs across multiple care sites on a campus, ensuring alignment with organizational strategy and regulatory requirements.

The Program Manager provides leadership, coordination, and programmatic direction, working across clinical and operational stakeholders to strengthen readiness, maintain continuity of operations, and support the organization’s mission during emergencies. This role partners with hospital and ambulatory leadership and typically operates within a matrix reporting structure, with both campus and system-level alignment.

Scope & Impact
This position provides oversight of an entire campus, including hospital(s) and ambulatory clinics and is accountable for program consistency, regulatory readiness, and operational resilience across multiple care environments within that campus, with a focus on integration, alignment, and scalability rather than individual site task execution.

Essential Functions

  • Leads the campus-wide Emergency Management & Business Continuity Program, including governance structures such as the Emergency Management Committee (EMC), to develop and align strategies, initiatives, policies, plans, and procedures across acute and ambulatory care.
  • Provides program oversight across multiple care settings (hospital and clinics), ensuring consistency, integration, and scalability of emergency management and business continuity practices.
  • Manages implementation of the four phases of emergency management (mitigation, preparedness, response, and recovery) across the campus through stakeholder engagement, program direction, and multidisciplinary coordination.
  • Leads collaboration across acute and ambulatory clinical and operational leaders to develop and implement coordinated emergency response and business continuity capabilities.
  • Oversees and coordinates training and exercise programs across the campus, ensuring readiness of both hospital and clinic teams and alignment with regulatory expectations.
  • Delivers training developed by the centralized EMBC Training and Exercise Program Manager locally at the campus.
  • Supports champions across the campus that can provide local training delivery
  • Ensures alignment of Emergency Operations Plans (EOPs) and Business Continuity Plans (BCPs) across all campus entities, supporting integrated response and restoration of operations following disruptions.
  • Conducts campus-level risk and business impact assessments with leaders to identify critical functions, dependencies, and recovery priorities across care settings.
  • Provides oversight of the development, maintenance, and standardization of emergency management and business continuity documentation, including EOPs, BCPs, and supporting policies.
  • Develops and maintains relationships with local, regional, and state partner agencies, representing campus and system interests on relevant committees and coordinating multi-agency response alignment.
  • Supports and coordinate specialty preparedness programs (e.g., decontamination program) ensuring consistency in training, readiness, and compliance across applicable sites.
  • Provides oversight and coordination of incident command preparedness, supporting activation, role clarity, and integration across acute and ambulatory settings.
  • Supports or leads campus-level incident response and recovery efforts, including after-action reviews and continuous improvement initiatives.
  • May be required to participate in regular on-call shifts and must be able to respond on short notice (including nights, weekends, and holidays) during incidents.

Minimum Qualifications

  • Bachelor’s degree or relevant work experience.
  • Working knowledge of emergency management and/or business continuity principles, including emergency operations planning, incident command, hazard vulnerability analysis, and continuity planning.
  • Completion of the FEMA Professional Development Series or within one year of hire
  • Completion of Homeland Security Exercise and Evaluation Program (HSEEP) training or within one year of hire
  • Demonstrated experience in Emergency Management, Business Continuity, healthcare preparedness, safety, operations, or related field
  • Prior incident management experience in any capacity

Preferred Qualifications

  • Experience supporting or leading multi-site or program-level initiatives
  • Previous incident management experience in any role; experience in complex incident command environments
  • Bachelor’s or Master’s degree in Emergency Management, Healthcare Administration, Business, Public Health, or related field. Education must be obtained from an accredited institution.
  • Emergency Management certification (e.g., CEM, CHEC)
  • Business Continuity certification (e.g., CBCP, Adaptive Business Continuity)
  • Healthcare provider training (EMT, Paramedic, RN, etc.)
  • Strong preference for healthcare operations experience across both acute and ambulatory environments, including collaboration with clinical leadership, implementation of operational strategies, and performance measurement

Physical Requirements

  • Ongoing need for employee to see and read information, labels, monitors, identify equipment and supplies, and be able to assess customer needs.
  • Frequent interactions with customers that require employee to communicate as well as understand spoken information, alarms, needs, and issues quickly and accurately.
  • Manual dexterity of hands and fingers to manipulate complex and delicate equipment with precision and accuracy. This includes frequent computer, phone, and cable set-up and use.
  • Expected to lift and utilize full range of movement to transport, pull, and push equipment. Will also work on hands and knees and bend to set-up, troubleshoot, lift, and carry supplies and equipment. Typically includes items of varying weights, up to and including heavy items.
  • For roles requiring driving: Expected to drive a vehicle which requires sitting, seeing and reading signs, traffic signals, and other vehicles.
