Clinical Operations Management
• Plans, organizes, coordinates and directs emergency department and ambulance department functions and activities to achieve ongoing objectives.
• Accountable for ongoing analysis, evaluation and strategic planning for emergency services and ambulance services, customer service, and staff clinical competencies.
• Establishes, implements, reviews and consults with appropriate disciplines to maintain updated policies and procedures current with practice and literature.
• Establishes, implements, and evaluates goals and objectives for department operations annually consistent with overall hospital goals and objectives.
• Prepares, monitors, and adjusts annual operating budget in conjunction with CCH Administration to assure cost effective utilization of personnel, equipment, and supplies while maintaining quality patient care.
• Reviews department performance, effects changes as needed to improve services, simplify workflow and assures compliance with regulatory standards and good clinical practice.
• Interprets hospital and department policies and procedures to department, staff, patients, medical staff, public, and other departments as appropriate.
• Demonstrates ongoing clinical competency programs with all staff.
• Continually demonstrates commitment to improving care, processes and services

• Participates in educational programs and in-service meetings. Attends and participates in various committee meetings as required.
• Maintains records, reports, statistics and budgetary information for administrative and regulatory review.
• Provides adequate information for billing of services as needed.
• Develops and maintains job descriptions and scope of practice for department personnel.
• Works closely with related local and statewide agencies.
• Works collaboratively, and in consultation with Network hospital, and rural network for resources, continuing education, documentation, tracking, trending, and quality of care.
• Demonstrates working knowledge of potential safety, legal and liability issues in emergency services.
• Conducts regularly scheduled department meetings.
• Performs other duties as directed by CCH Administrative team.
• Maintains professional growth and development.
• Demonstrates ability to complete data analysis.
• Works in coordination with CCH Clinical Resource Nurse for developing, implementing, and coordinating of house wide continuing education programs requiring a clinical perspective, including ACLS, PALS and BLS.
• Functions clinically when necessary.
Quality Improvement
• Leads Quality Monitoring and Quality Improvement Initiatives impacting inpatient and pharmacy services
• Continually demonstrates commitment to improving care, processes and services
• Completes ongoing quality monitoring and improvement activities, effectively resolving identified issues in a timely manner.
• Actively works with Medical Director and Emergency Physician contracting service to develop standards of care, benchmark monitoring, and accountability for medical and nursing quality of care and documentation
Compliance
• Consistently demonstrates compliance to all regulatory requirements including DNV, Department of Inspections and Appeals, Professional Nursing Standards of Care/Practice, Iowa Board of Nursing Practice and EMS Requirements.
• Establishes and monitors compliance with procedures, standards, and protocols for continuity of patient care and good clinical practice.
• Accountable for Trauma Coordination which includes but is not limited to; collaboration with Trauma services Medical Director, development and maintenance of trauma specific policies, data collection, leading the Trauma QI Quarterly Meeting and quality improvement activities, to maintain compliance with the Iowa Department of Public Health statewide Trauma Systems regulations.
• Assures safe medication administration practices through effective monitoring.
Patient Experience
• Demonstrates continued improvement in department specific patient experience surveys and quality improvement activities
• Leads, implements, monitors and evaluates patient experience initiatives
Basic Clarke County Hospital (CCH) Performance Criteria
• Demonstrates Clarke County Hospital Standards of Behaviors as well as adheres to hospital policies and procedures and safety guidelines.
• Demonstrates ability to meet business needs of department with regular, reliable attendance.
• Employee maintains current licenses and/or certifications required for the position.
• Practices and reflects knowledge of HIPAA, DIA, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.
• Completes all annual education and competency requirements within the calendar year.
• Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.
