DESCRIPTION
General Description

The purpose of this job/class is to act as an operational manager for Murfreesboro Emergency Communication Systems. This position will be responsible for the daily management and administration of various systems essential for the city's 911 center and emergency dispatch operations. They ensure operational efficiency and the hands-on configuration of multiple system tools and utilities to facilitate and maintain an efficient public safety response during normal, emergency, and disaster operations. Duties include acting as a liaison between system partners, neighboring agencies, alarm companies, and other stakeholders. Reports directly to the Murfreesboro Emergency Communications Director.
EXAMPLES OF ESSENTIAL DUTIES
Essential Functions:

Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.

Manages the ECC Call Taking systems as an administrator, operations that enable public safety to efficiently triage calls for service for medical, fire, and law enforcement. This includes the daily hands-on operational configuration and maintenance of 25+ operational tools and utilities for MEC. This includes the administration and maintenance of non-emergency call triage and settings to ensure effective and efficient response coordination and situational awareness.

Manages the ECC Alert and Citizen Engagement systems as an administrator, operations that enable emergency dispatchers to manage response coordination and engage involved citizens. This includes the daily hands-on operational configuration and maintenance of 15+ operational tools and utilities for MEC to ensure efficient response coordination, situational awareness, and citizen engagement.

Manages the ECC dispatch system as an administrator, operations that enable public safety to efficiently respond to calls for service. This includes the daily hands-on operational configuration and maintenance of 25+ operational tools and utilities for MEC, MPD, and MFRD. This includes managing dispatch system operational plans, processes, and settings to ensure effective and efficient response coordination and situational awareness.

Works collaboratively with ECC staff, public safety department staff, and other city staff to ensure the daily hands-on operational configuration and maintenance of multiple operational tools and utilities to ensure that the organizational objectives and goals of MEC, MPD, and MFRD are being met.

Serves as a liaison between MEC and city public safety departments for the daily operational configuration and maintenance during normal operations. Assist with ensuring the continuity of operations of various essential systems during disaster operations. Must have the ability to respond and provide support after normal business hours in the event of operational system emergencies or the establishment of mobile incident command.

This position demands excellent problem-solving skills and initiative that enable the ability to identify, analyze, and resolve challenges effectively. Key skills include critical thinking, research, decision-making, and creativity, often applied through steps like defining the issue, diagnosing the root cause, and implementing solutions.

Assist with developing the annual operating and maintenance budget for various systems essential for the city's 911 center and emergency dispatch operations.

Additional Duties:
Performs other work as assigned.

Physical Demands:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 40 pounds of force on a regular and recurring basis or sustained keyboard operations.
TYPICAL QUALIFICATIONS
Minimum Education and Experience Requirements:
Bachelor's degree in operations systems management/implementation or any closely related technology field or study; OR six (6) years of progressive operations systems management and administration work experience, including Emergency Communications Systems experience; OR an equivalent combination of education, training, or experience.

Previous experience in police, fire, medical, or emergency communications is preferred.

Two (2) years of management and/or administrative experience is preferred.

Must have working knowledge of various system configurations essential for Public Safety and Emergency Communication Centers and how they correlate with each other (i.e., CAD, CAD-2-CAD, CAD Mobile, Call Handling and Triage, Admin Call Automation, Text-2-911, Chat and Video, ACD, ASAP to ECC, Digital Alerts, Reverse 9-1-1, Citizen Surveys, and Station Alerting).

Must have working knowledge of Microsoft SQL Database to interact with data for problem-solving.

This position demands meticulous accuracy in handling information, settings, and intricate tasks. Must have extreme attention to detail, along with effective communication and strong organizational skills.

Special Certifications and Licenses:
Ability to complete certifications in various public safety and Emergency Communication Centers system configurations as needed.
