Introduction

The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting to fill a full-time Electronic Health Records (EHR) Training Instructor position within the Office of Electronic Health Records (OEHR).

DCTS manages and supports seven care and treatment facilities for people living with psychiatric disorders and intellectual disabilities, community mental health and substance use services, community mental health and substance use treatment services for people in the criminal justice system, and the protection of client rights for people receiving services for intellectual disabilities, mental health, and substance use.

This position is headquartered at the Mendota Mental Health Institute (MMHI) at 301 Troy Dr. on the north side of Madison. This position can work remotely most of the time but will be required to report to the headquarters office location based on training or operational need. Occasional travel (up to 10%) to DHS healthcare facilities and offices throughout the state may also be required.

Position Summary

OEHR provides comprehensive system training for a complex EHR System that supports seven facilities, one outpatient clinic, and two outpatient community programs. The EHR is the official patient record for patients and clients in the facilities and programs.

As an EHR Training Instructor, you will develop and provide technical training to ensure proper workflows are followed by end users so that the documentation in the EHR meets regulatory standards. You will serve as the primary technical trainer for Psychiatric Care Technicians, Resident Care Technicians, and their supervisors which comprise the largest number of end users of EHR. You will also be the tertiary trainer for nursing, which is the second largest number of end users. Responsibilities include designing and developing effective training courses for classroom and distance learning activities, deploying and managing course content, creating job aids and curriculum, supporting continuous training needs, and conducting audits of OEHR approved facility-led training efforts of the EHR.

Salary Information

The starting pay is between $46.00 and $49.43 per hour (approximately between $95,700 and $102,800 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. This position is classified as an Information Systems Business Automation Specialist and is in pay schedule/range 07/33.

Job Details

  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.
  • Mileage reimbursement to the employee's headquarter location is not provided.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.


Qualifications

Minimally qualified applicants will have all the following:

  • Experience providing technical support to end-users with varying levels of computer experience.
  • Experience presenting computer or IT technical training in a professional adult learning setting.
  • Experience designing and developing an effective, large scale (i.e., enterprise or company-wide) technical training curriculum for adults (e.g. instructor guides, lesson plans, workbooks, job aids, etc.).
  • Experience administering technical training programs or sessions both in-person and using learning and meeting technology, such as learning management systems or virtual meeting platforms.

Well-qualified applicants will also have one or more of the following:

  • Experience working in a clinical setting using or supporting an electronic health record software suite such as Oracle Cerner Millennium Health Record or other similar product.
  • Experience developing technical eLearnings, computer based training, or other web-based training modules.
  • Experience collaborating with a multi-disciplinary technical and clinical team on a multi-phase project that includes extensive technical training in an IT system.
  • Experience configuring patient data loads using spreadsheets or system configuration for a system training environment.
