Full Job Description
Position Overview:

The Electrical Engineer provides expert technical support and assurance to operating units in the electrical engineering discipline at the Motiva Port Arthur Manufacturing Complex (PAMC). The position is part of the Electrical Engineering Department within the Engineering Technical Assurance organization.

PAMC has a wide variety of electrical equipment of varying ages and design. Key challenges of this position include understanding the proper application of electrical equipment for power, control, and SCADA systems. This includes the ability to articulate issues to facility operations, business managers, project managers and procurement. This requires being able to manage multiple tasks and priorities simultaneously.

The Electrical Engineer must be a credible spokesperson, capable of delivering recommendations with clarity and conviction. Safety, reliability, and operability over complex electrical equipment must be achieved. The Electrical Engineer must be efficient at prioritization and use of resources. Also required is business acumen including the capacity to understand and develop budgets, business operational priorities, and project proposals.

Responsibilities:
  • Develop electrical safety, protection, and safeguarding philosophies.
  • Provide advice, leadership, auditing, and design control of electrical activities in assigned areas.
  • Conduct and/or lead failure analysis and causal investigations of electrical failures or incidents.
  • Authorize plant changes within the electrical discipline and contribute to, review, and approve electrical content of plant changes by other disciplines.
  • Authorize electrical installations by the Projects department.
  • Provide leadership and training for other electrical personnel including Inspectors and Electricians.
  • Lead and/or champion electrical equipment upgrade and replacement planning.
  • Manage turnaround electrical scope development and provide technical assurance of electrical work during turnarounds for assigned production units.
  • Work collaboratively and seamlessly with production teams and other organization stakeholders.
  • Develop and implement long-range plans for electrical infrastructure needs.


Experience and Qualifications:

Basic Qualifications
  • Bachelor's degree in Electrical Engineering
  • 5+ years of experience covering all aspects of design and engineering in the electrical discipline
  • Experience troubleshooting, analyzing, and resolving complex electrical problems
  • Experience with design, specification, and procuring electrical equipment and systems
  • Competent in application of industry standards and practices to all aspects of electrical power distribution and process electrical installations
  • Competent with application and understanding of relevant standards including IEEE, API, NEMA, NFPA, and NEC
  • Proven Safety-by-Design experience in the petroleum refining industries, particularly as it relates to arc flash hazard mitigation and hazardous area classification
  • Experience with risk assessment processes and the ability to identify threats, communicate potential impact, and build a strong case for action to mitigate the threat of cost effectively
  • Knowledge of high voltage substation and high voltage transmission design and operation
  • Excellent communication skills (verbal and written), documentation skills, and confidence to provide firm direction to Motiva and contract staff


Preferred Qualifications
  • Electric utilities experience at a refinery


Physical Requirements:
  • Physical ability to work around and on industrial equipment, including frequent climbing of stairs and ladders
  • Ability to wear Personal Protective Equipment (PPE) in designated areas (respirator, hard hat, safety glasses, gloves, heeled boots, and hearing protection)
