Description
The Redding Electric Utility is seeking an individual to provide supervision and leadership in the construction, modification, operation and maintenance of the City's electrical power generation facilities to supply reliable and economical power to the utility customers.

We are looking for someone to
Provide for the management of the electric power plant(s) of the City of Redding, including supervision of staff assigned to plant operation, plant maintenance, and equipment maintenance; coordinate and cooperate with the Electric Utility System Operation Center to meet the City's power generation schedules and reserve demands; provide for air quality monitoring and compliance with all applicable permits, rules, regulations, ordinances and laws, local, state and federal; provide for compliance with all applicable local, state and federal permits, rules, regulations, ordinances and laws governing water discharge and evaporation from the power plant(s); provide for power plant operational efficiency reports including net generation, auxiliary load, fuel used in start up, gross generation, operating availability, equivalent availability and capacity factor; provide for accurate power production cost reports on a regular basis; provide for maintenance reports including detailed information on forced outages and remedial actions taken or recommended; provide for well justified and concise scheduled outages; provide for power plant site maintenance such as weed control, dust control, road repair and fencing; work cooperatively with the members of the Electric Utility management and other City departments; provide for noise control as may be required by local, state or federal rules, regulations, ordinances and/or laws; and perform other related duties as assigned.

Ideal Candidate
The ideal candidate is an experienced power generation leader with strong technical knowledge and sound financial judgment. They will develop skilled teams, promote safety and accountability, and ensure reliable, efficient plant operations. They will participate fully as a member of the utility's leadership team, collaborating across divisions to shape and advance a shared strategic direction.
Qualifications we're looking for
Knowledge of:

Electrical power generation equipment, high pressure steam production boilers, boiler water chemistry, natural gas-fired boilers and combustion turbines, small hydro electric power generation projects, management and leadership principles, labor relations, budget preparation, environmental laws, rules and regulations relevant to the operation of a natural gas-fired powered electrical power production facility, and CAL-OSHA regulations relevant to the type of work and facilities to be managed.

Ability to:

Interact effectively with the public and employees; supervise employees with a wide range of technical and physical skills; think logically and communicate effectively in both oral and written manner; take guidance and produce results; manage multiple projects and priorities in a public organization; provide leadership and motivation; and lead and facilitate positive and efficient organizational change.

Education:

Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying; typical education would include a Bachelor of Science degree in Mechanical Engineering with a Professional registration.

Experience:

Typical experience would include seven years of combined relevant experience in steam-powered utility or co-generation electrical power production including five years management/supervision experience.

Special Requirements:

Possession of a valid California driver's license, or the ability to acquire one within ten days of appointment.
