Job ResponsibilitiesJob Purpose:Under limited supervision, this role oversees the South Carolina Department of Education's (SCDE's) instructional materials, course codes, and standards systems. It manages the full Call for Bids lifecycle, administers key platforms, and ensures compliance with state laws and policies. The position coordinates adoption and procurement of instructional materials, ensures timely delivery, and resolves obstacles. It also maintains accurate course and standards data, ensures policy alignment, and provides training and support to district and school personnel.
Responsibilities:- Project & Lifecycle Management: Administer and oversee the full lifecycle (initiation, planning, execution, and closeout) of the SCDE Call for Bids for Instructional Materials and related systems, including the Instructional Materials Bid Portal (IMBP) and Satchel Competency and Academic Standards Exchange (CASE) platform. Define priorities, manage timelines, track progress, resolve issues, identify risks, and escalate as needed.
- Instructional Materials & Vendor Coordination: Manage the submission, review, updating, and adoption cycle of instructional materials provided by publishers. Identify and oversee contracts, terms, and deadlines with publishers and vendors in compliance with state laws and regulations, serving as the primary liaison between SCDE, publishers, and vendors.
- Contract & Regulatory Compliance: Collaborate with General Counsel and the Attorney General's Office to ensure all contracts and processes align with state laws, regulations, and policies, and that terms are favorable to the State.
- Satchel CASE Platform Ownership: Serve as SCDE's product owner for the Satchel CASE system, managing system configuration, user access, publication workflows, and South Carolina-specific CASE extensions.
- Course Code & Standards Management: Maintain and manage the official catalog of South Carolina State and Local Course Codes, ensuring compliance with the Uniform Grading Policy. Oversee the annual cycle for adding, revising, and retiring course codes. Publish and maintain Academic and Career & Technical Education (CTE) standards, and build alignments across course codes, standards, and external frameworks.
- Collaboration & Stakeholder Engagement: Work closely with internal SCDE offices (Assessment and Standards, Career Readiness, Federal & State Accountability, Technology) and external partners to ensure clarity of specifications, expectations, and successful implementation of systems and processes.
- Documentation & Governance Maintain: comprehensive documentation for instructional materials processes, course codes, standards, and CASE extensions to ensure transparency and support integration by vendors and partners.
- Perform additional duties and special projects as assigned.
This position is located in the Office of Instructional Materials.
Minimum and Additional Requirements A bachelor's degree and experience in education, management or business.
Preferred Qualifications - A bachelor's degree in education, data management, public administration, or a related field, or commensurate experience.
