ECS Certification and Skill Team Manager
Position Summary:The
ECS Certification and Skill Team Manager provides leadership, advocacy, and organizational oversight for the ECS team, including a group of E-UMs and broader Skill Team responsibilities across the ECS organization. This role is responsible for advancing E-UM advocacy, coordinating across all BCA programs, and partnering with program leadership to balance program needs with team member well-being, capability development, and sustainable execution.
This leader will serve as a trusted partner to program and functional leadership, ensuring the ECS team is staffed, developed, and supported effectively while maintaining a strong focus on servant leadership, employee engagement, and healthy work-life balance.
Key Responsibilities:
E-UM Advocacy and People Leadership
- Lead and support a team of E-UMs, providing coaching, guidance, performance support, and career development.
- Champion E-UM advocacy by ensuring team member voice is heard and considered in organizational decisions.
- Foster a culture of trust, inclusion, accountability, and continuous improvement.
- Promote a healthy work-life balance and model servant-based leadership practices.
- Support employee engagement through regular check-ins, active listening, and responsive leadership.
Program Coordination and Stakeholder Partnership
- Coordinate across all BCA programs to understand current and future ECS-related needs.
- Partner with program leadership to align team capabilities, staffing, and priorities with business requirements.
- Balance program demands with the needs of E-UMs to ensure sustainable execution and long-term team health.
- Serve as a liaison between ECS team members and program leadership to facilitate clear communication, issue resolution, and shared understanding.
- Support enterprise-level decision-making by bringing forward workforce, skill, and capacity considerations.
ECS Skill Team Oversight
- Provide overall Skill Team leadership for ECS, including responsibility for hiring, staffing, promotions, and training.
- Ensure the ECS team has the right skills, experience, and development opportunities to meet current and future organizational needs.
- Oversee staffing strategies that support both program objectives and employee growth.
- Lead or coordinate the development of training plans, capability-building initiatives, and succession planning.
- Partner with functional and HR leadership to execute talent management processes fairly and effectively.
Talent Development and Workforce Planning
- Identify skill gaps and workforce risks within the ECS organization and develop plans to address them.
- Support career development, mentoring, and advancement opportunities for team members.
- Participate in hiring decisions and onboarding of new team members.
- Ensure promotion and staffing decisions are aligned with organizational needs, individual readiness, and skill requirements.
- Build an environment that encourages learning, collaboration, and professional growth.
Leadership and Organizational Culture

Work Authorization:This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the Everett, WA site.

Basic Qualifications (Required Skills and Experience):- Bachelor of Science degree in Engineering (with a focus in Electrical, Mechanical or Aeronautical), Computer Science, Data Science, Mathematics, Physics, Chemistry Demonstrated leadership experience in engineering, certification, skill development, or related technical organizations.
- 5+ years of experience in an engineering discipline
- Candidates must have at least one year of experience in a leadership role (team leader, temp manager, large scale cross functional project/program management, or formal manager experience) OR have completed the Boeing internal course "Exploring Leadership.
- Experience partnering with multiple program or business stakeholders to align competing priorities.
Preferred Qualifications (Desired Skills and Experience):- Experience in ECS or related technical certification/skill development organizations.
- Familiarity with BCA program structures and stakeholder coordination.
- Experience leading organizational change or workforce transformation.
- Strong ability to lead and develop people managers and individual contributors.
- Demonstrated success using servant leadership or similar people-centered leadership practices.
- Proven track record in staffing, talent development, hiring, and employee advocacy.
- Strong communication, collaboration, and conflict resolution skills.
- Ability to balance organizational needs with team member well-being and long-term capability growth.
