Position Summary

Reporting to the Manager, Intergovernmental Services & Economic Development, this position supports the County's economic development priorities and the implementation of the Economic Development Strategy.

Working collaboratively with the economic development team, this position contributes to investment attraction, business retention & expansion, engagement with the business community, and other departmental responsibilities.

The Economic Development Officer leads investment attraction programs and collects, analyzes, and presents economic information to internal and external stakeholders. This position coordinates and implements projects and programs that support business attraction; business retention and expansion; data collection & analysis; destination marketing; event hosting; and other economic development and redevelopment initiatives.

Core Accountabilities

General
  • Establish and maintain strong relationships with potential businesses that may invest in Rocky View County.
  • Initiate, develop, influence, and maintain collaborative relationships with a diverse group of stakeholders.
  • Actively support a broad range of initiatives for increased liaison with the business and investment community, including meetings, content for Council's website, and other projects.
  • Assist with business inquiries and prepare reports for external investors and stakeholders.
  • Form and maintain partnerships related with the County's regulatory services and other internal, community, and stakeholder groups, government, and non-government agencies.
  • Support local business networks and business development initiatives as directed.
  • Prepare and maintain appropriate databases.
  • Provide timely reporting and advice to a high standard.
  • Provide cross coverage between the portfolios.
  • Collaborate with Communications to create digital content to support the team.

Strategy
  • Implement and maintain the County's economic development strategic plan.
  • Participate in ongoing frameworks to define future iterations of the Economic Development Strategy and guide strategic decisions to assist in the delivery of Council's Strategic Plan.

Marketing and Sales
  • Support the team in marketing, developing information packages, working with developers, realtors, and area landowners, researching, and participating in the facilitation of prospect tours.
  • Respond to inquiries from the public in a timely and professional manner.

Administrative
  • Attend to administrative matters pertaining to relevant projects, including maintaining quantitative and qualitative records.
  • Provide administration support including input in the preparation of reports and presentations.
  • Efficiently manage priorities and deadlines.
  • Provide efficient responses to requests for information and deliver a high level of internal and external customer service.

Portfolio 1 - Business Retention and Expansion
  • Undertake Business Retention & Expansion activities, including readiness and community economic challenges.
  • Liaise with, respond to, and attend meetings with local chambers of commerce and business associations, including regional bodies.

Portfolio 2 - Investment Attraction
  • Coordinate investment meetings.
  • Lead or assist in the preparation and delivery of associated events.
  • Provide support and assistance in the delivery of projects and initiatives.
  • Provide efficient responses to requests for information and deliver a high level of internal and external customer service.
  • Develop and maintain a supportive and influential network of external stakeholders, site selectors, and industrial brokers.

Position Requirements

Completion of a bachelor's degree providing an advanced understanding of economic development, public or business administration, along with a minimum of five (5) years in a similar position. An equivalent combination of related experience and education may be considered.
  • Knowledge of business development and investment attraction initiatives.
  • Experience with community engagement, public consultation, and stakeholder relations.
  • Municipal government experience.
  • Strong written and verbal communication skills, including report writing.
  • Knowledge of economic challenges, trends, and issues affecting the retail, hospitality, and real estate sectors.
  • Understanding of federal, provincial, and municipal legislation, policies, strategies, and programs related to economic development.
  • Understanding of public- and private-sector roles in supporting local business and economic development.
  • Experience researching, preparing, and submitting grant applications.
  • Strong interpersonal, relationship-building, advocacy, and influencing skills.
  • Project management, research, and analytical skills.
  • Proficiency with Microsoft Office Suite.
  • Strong administrative and records management skills.
  • Basic knowledge of social media, digital communication platforms, marketing, and event management.
  • Excellent customer service skills.
  • Valid Class 5 Alberta Driver's License and an acceptable Driver's Abstract
