DescriptionThe Department of Social and Health Services (DSHS) (FTAA) is looking for an Electronic Health Record (EHR) Program Business Analyst to join the Division of Information Technology (DIT) team.
You will be responsible for gathering and analyzing clinical and business data and applying strategic expertise and knowledge in understanding the business process and the impacts to business and staff of DSHS and the Health and Human Services Enterprise Coalition, ensuring strategic and long-term goals are met.
The EHR Program Business Analyst will serve as a critical liaison between state government agencies, DSHS administrations, business partners, subject matter experts, and the technical implementation team during the rollout of the electronic health record (EHR) system. This role ensures EHR system functionality aligns with clinical, operational, and regulatory requirements. Core responsibilities include requirements elicitation, workflow mapping, business partner engagement, solution validation, strategic alignment, governance, and change management-ultimately driving successful system adoption and improved care coordination across agencies.
This position reports to the DSHS Electronic Health Record Program Director and will work closely with the HCMACS Program team, the DSHS Technical Manager, and the DSHS Clinical/Revenue Project Manager and across various DSHS administration teams.
A hybrid telework schedule will be considered for this role.
Some of What You'll Do- Facilitate clinical and business requirements gathering by ensuring effective communication with business partners to gather and document business needs and requirements accurately.
- Bridge communication gaps by acting as a liaison between technical teams, clinical teams and business partners, translating complex technical concepts as it relates to EHR systems into understandable terms.
- Enhance EHR system functionality by working collaboratively with IT teams to ensure that systems meet business requirements and deliver functional solutions.
- Participate in system design sessions to ensure that the EHR system and third-party integrations meet the documented requirements.
- Support in developing training materials and conduct training sessions for end-users to ensure they are comfortable using the new system.
- Implement change management strategies to facilitate the adoption of the EHR system among users.
- Lead and manage the end-to-end testing lifecycle for the EHR system, including User acceptance testing (UAT), integration testing, regression testing, and parallel testing across clinical and administrative workflows.
- Assist in the design and execution of UAT scripts and support end-users during the testing phase to ensure the system meets business requirements.
- Align initiatives with agency strategy, regulatory frameworks and HCMACS objectives.
- Anticipate cross-program dependencies, risks, and downstream impacts.
What we're looking for:A bachelor's degree in information technology or related field and SEVEN (7) years of IT experience in databases or cloud systems, preferably in Electronic Health Records or Health Information Exchange systems.
Or,
An associate's degree in information technology or related field and NINE (9) years of IT experience in databases or cloud systems, preferably in Electronic Health Records or Health Information Exchange systems.
Or,
ELEVEN (11) years of IT experience, such as providing requirement analysis services using disciplined, best practice-based processes/methods for gathering, analyzing, and managing requirements for complex mid to large IT Solutions in databases or cloud systems, preferably in Electronic Health Records or Health Information Exchange systems.
Concurrently: FIVE (5) years in a senior-level capacity working or supervising enterprise-wide health IT projects, including Electronic Health Records or Health Information Exchange systems.
Preferred knowledge, skills, and abilities:- Understanding of clinical workflows, environments and technology to support an EHR system implementation.
- Proven ability to collaborate, build relationships, and influence clinical and business individuals at all levels in a matrix management environment.
- The ability to lead, enable, and motivate teams by providing advice, guidance and constructive feedback.
- The ability to identify and/or develop frameworks and methodologies to ensure management of change initiatives.
- Proven ability to navigate and deliver results in a changing and evolving environment, demonstrating adaptability, resilience, and sound judgement while shaping clarity and direction for others.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
