Full Job Description
Old Harbor Solutions, a federal contracting leader is seeking a DOW Senior Acquisition Specialist to join our team in Arlington, VA.

Responsibilities:

Serve as a primary liaison, advisor, and direct interface between Technical/Support Office staff-including Contracting Officer's Representatives (CORs), Assistant Director Program Managers (ADPMs), and Office Senior Leadership-and the CMO contracting staff (Contracting Officers and Contract Specialists) to collaboratively develop agile acquisition strategies and documentation.

Track DARPA's upcoming acquisition pipeline for new and follow-on requirements and proactively engage with CMO and Technical/Support Office staff to ensure timely collaboration and preparation of milestones and documentation.

Draft, review, and refine complex acquisition artifacts to include, but not limited to: Market Research Reports, Independent Government Cost Estimates (IGCEs), Statements of Work (SOW), Performance Work Statements (PWS), Services Requirements Review Board (SRRB) briefings, Justifications and Approvals (J&As), In-Scope Determinations, proposal evaluation criteria, Price Reasonableness Determinations, Best Value Determination/Award documents, and other required documentation that arises in response to new Executive Orders, regulations, and policies affecting DARPA services requirements.

Provide expert acquisition advisory services to technical evaluation panels and the CMO during the technical and cost/price evaluation phases of competitive source selections.

Collaborate directly with Technical/Support Office staff to translate programmatic goals into well-defined, legally sufficient, and actionable requirements.

Support all phases of the acquisition lifecycle, including pre-award planning, source selection facilitation, and post-award contract administration/performance tracking.

Provide direct, high-level acquisition advisory support and briefing preparation for Senior Executive Service (SES) level leadership, Office Directors, Deputy Directors, and ADPMs within both the Technical Offices and the CMO.

Provide expert application of Department of War (DOW) Services Acquisition pathways (e.g., DoDI 5000.74), FAR, and DFARS policies to recommend innovative procurement strategies, streamlined procedures, and operational efficiencies.

Support CMO in development and presentation of acquisition training for various stakeholders across DARPA.

Qualifications

US Citizen

Ability to pass a pre-employment background check

Bachelor's degree from an accredited institution. A major in or 24 semester equivalent hours in any of the following fields is preferred: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management. Back-to-Basics certification (or equivalent) is highly desirable.

Ten (10) years of experience, with at least five (5) years of DoW experience preferred. Excellent presentation, teambuilding, collaboration, and leadership skills.

Demonstrated ability to perform in a complex cross-functional business environment. Experience developing professional MS Office briefings and documentation for senior level engagements is preferred.

Proven experience interfacing directly with Senior Agency Leadership (SES/Flag Officer level) in a fast-paced, highly dynamic, and agile environment.

Demonstrated expertise with FAR-based acquisition vehicles, including various contract types (e.g., Cost Plus Fixed Fee, Firm Fixed Price, Time & Materials).

Must exhibit exceptional verbal, written, organizational, and interpersonal communication skills to foster collaboration across diverse, cross-functional teams.

Salary Range of 100 - 170K dependent on experience and education

Position is Hybrid (2-3 days per week on site)
