We are currently looking for a DOT Compliance Specialist I/II/III/Sr. for our Houston, TX or Owensboro, KY office.

POSITION DESCRIPTION:

The DOT Compliance Specialist I/II/III/Sr will be responsible for serving as a Compliance liaison to assist Project Execution with pipeline and pipeline facility projects. This role will be expected to manage the following responsibilities:

    • Maintaining Project Execution's manuals/documents and processing MOCs.
      • Design Standards
      • Construction Specifications
      • Purchase Specifications
    • Assisting Project Execution staff with guidance on required forms and documentation associated with projects.
    • Reviewing proposed projects for compliance impacts.
      • Coordination with other Compliance Assurance staff for applicable notifications to regulatory agencies.
    • OMS management
      • Adding necessary inspections into OMS for facility commissioning activities.
      • Assisting in management of assets and work orders related to Project Execution work activities.
    • WorkHub management
      • Reassigning Project Execution WorkHub forms for personnel changes.
      • Testing new forms for WorkHub integration.
    • Audit preparation
      • Conduct periodic documentation reviews during construction to assist Project Execution in being "audit ready".
    • Representing Project Execution in audits and inspections with regulatory agencies.
      • Field inspections during construction
        • Serve as Boardwalk's representative.
        • Facilitate inspection and serve as a primary spokesperson.
      • Headquarters inspections
        • Facilitate responses to protocol questions during inspection preparation.
          • Assist in acquiring necessary data, records, and documentation; identify correct procedures to meet regulation requirements; determine how to best respond to requests from the auditor.
        • Respond to general design and construction questions and coordinate with SMEs as needed.


This role may be required to maintain portions of Boardwalk's Portal to ensure that procedures and forms are up to date and documentation is easily accessible.

This role may be required to review PHMSA Interpretations, Advisory Bulletins, and National Transportation Safety Board (NTSB) Advisories for applicability to Boardwalk and assist in changes to procedures or policies if necessary.

This role must have extensive working knowledge of the requirements in 49 CFR 192 and 195 as well as Incorporated by Refence (IBR) documents.

Requires 15-30% travel.

  • Ability to organize and write clear documents and correspondence to various audiences.
  • Must demonstrate a high level of personal integrity and ability to maintain information in a confidential manner.
  • High-level organization skills related to storing and managing documents and records.
  • Time management skills to be able to manage multiple priority tasks.


PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE:

  • Professional credentials or certifications are appreciated but not required.
  • Pipeline construction management experience.
