Position overview:

The Illinois Department of Corrections is seeking to fill the position of DOC Contract Management Supervisor. This position serves as a full-line supervisor of the Contract Management Unit and oversees the contract obligation process to ensure that contracts are accurately recorded and that obligations are established in the department's financial system. The position also maintains a database for tracking contracts, including contract terms, renewal options, and expiration dates. In addition, the position gathers and provides responsive contract documents and obligation records to the agency FOIA Officer within established timeframes. Essential Functions

  • Plans, coordinates, directs and manages the Contract Management Unit for the Department of Corrections
  • Serves as full-line supervisor
  • Oversees the process to ensure contracts are tracked and renewed on time
  • Serves as the unit's point of accountability for audit and compliance matters related to contract obligations
  • Supports the agency's response to Freedom of Information Act (FOIA) requests involving contract records
  • Performs other duties as required or assigned which are reasonably within the scope of theduties enumerated above


Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business administration and accounting
  • Requires three (3) years of professional supervisory experience in accounting, internal auditing, external auditing, budgetary planning and control, or public accounting


Preferred Qualifications

  • Prefers at least four (4) years of professional experience in contract administration, establishing contract obligations, and tracking contract statuses on a revolving basis
  • Prefers at least four (4) years of professional supervisory experience
  • Prefers at least four (4) years of professional experience utilizing automated financial systems
  • Prefers a bachelor's degree in business administration, Business Management, Finance, Economics or Accounting
  • Prefers at least three (3) years of professional experience responding to or supporting audits
  • Prefers at least two (2) years of professional experience supporting Freedom of Information Act (FOIA) or public records requests
  • Prefers at least two (2) years of professional experience with procurement software


Conditions of Employment

  • Requires ability to pass the IDOC/IDJJ background check
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. Position Requires Economic Interest Reporting
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
  • Requires the ability to pass a drug screen. The use of unauthorized drugs, regardless of the position held, is prohibited
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department
