Full Job Description
We are currently pursuing a Senior Business Consultant (Level 3) opportunity under TSPS in support of the Chief Joint Capabilities and Integration (CJCI) within DND/CAF.

This role supports CAF Joint Capabilities Force Development, Joint Integration, Operational Sustainment Modernization, and Joint Innovation initiatives. The successful resource will provide strategic advisory, analysis, and facilitation support to CJCI leadership, including DGJFD, DGJF, and key directorates.

The mandate focuses on defence modernization and the development and integration of joint capabilities across the CAF, including work related to digital transformation, interoperability, data/AI, and the future operating environment across all domains (land, air, maritime, space, cyber). The role requires strong experience supporting complex, pan-DND/CAF programs, producing high-quality briefings, strategic analysis, and concept papers, and engaging with stakeholders across government, allies, and industry.

Requirements

IMPORTANT - Mandatory requirements (strict):
  • Must qualify as Senior (95+ points) with 120+ months of experience within the last 180 months
  • Fully bilingual (English/French) - must be able to participate in meetings, analyze materials, and produce deliverables in both languages
  • Experience on a minimum of two (2) projects, within the last sixty (60) months, facilitating current (as-is) and future (to-be) sessions to develop, define, and document business requirements and gap analyses
  • Experience on a minimum of one (1) project, within the last sixty (60) months, advising Senior Management (Director level or above) on a complex Government of Canada program/project (minimum 6 months duration)
  • Experience participating in at least two (2) CAF/DND Force Development initiatives within the last seven (7) years, totaling a minimum of 24 months
  • Minimum of a Bachelor's degree in Business, Public Administration, Project Management, or a related field
  • Experience working on projects within a Government of Canada enforcement department (e.g., DND, CAF, RCMP, CBSA, etc.), providing strategic analysis and recommendations to Senior Management
  • Minimum sixty (60) months within the last 120 months preparing presentations, briefing notes, speaking notes, and status reports for Senior Management (Director General level or equivalent)
  • Experience performing all of the following tasks:
    • Analyzing and defining requirements
    • Determining impacts of solutions and options
    • Determining optimal recommendations
    • Providing advice and guidance to management
  • Experience on a minimum of one (1) project within the last 120 months working with Force Development (FD)
  • Experience supporting a minimum of one (1) complex program/project (impacting all areas of the organization and resulting in significant change to the business architecture)
