Full Job Description
The Palm Beach County's Engineering & Public Works Department is seeking an experienced candidate for the Division Director III, Assistant Director of Land Development position. This highly responsible position assists the Director of Land Development in directing, managing, and coordinating activities of the Right-of-Way Permitting, Platting, Zoning, and Special Project sections.

The selected candidate will be responsible for providing technical expertise in professional engineering activities, to include reviewing construction plans and plats for all developments in the unincorporated areas of the County, including plans for road construction, drainage, water systems, sewage systems, and traffic improvements. The selected candidate will process base building line waivers and removal agreements, review abandonment applications and other board items, and attend public hearings and community meetings. Work will be reviewed through conferences and written reports for the attainment of desired management objectives and for conformity with established policies and procedures.

KEY RESPONSIBILITIES
  • Provide leadership and supervision to employees, which includes creating goals, objectives, and accountability.
  • Provide long-range planning and policy development and direction of Divisional policies in consultation with the Division Director.
  • Represent the County Engineer at public hearings and meetings with other agencies and homeowners' or property owners' associations whenever problems arise either as a result of, or in relation to, the development of land.
  • Coordinate work with municipalities and other governmental agencies, prepare inter-local agreements, and coordinate requests for work from other County departments.
  • Draft and prepare reports concerning activities of the Division, policies, and accomplishments.
  • Supervise plan review and permitting activities and the right-of-way and the public abandonment process.
  • Visit project sites.
  • Perform related duties as assigned.


QUALIFICATIONS

This position requires qualified applicants to possess one of the following:

  • A Master's Degree in Civil Engineering or closely related field; minimum of three (3) years of experience in land development, including three (3) years of responsible supervisory experience,

OR

  • A Bachelor's Degree in Civil Engineering or closely related field; minimum of five (5) years of experience in land development, including three (3) years of responsible supervisory experience.


NECESSARY SPECIAL REQUIREMENT

Qualified applicants for this position:

  • MUST be licensed as a Professional Engineer (P.E.) in the State of Florida OR be able to obtain FL licensure within 11 months of hire.


PREFERRED QUALIFICATIONS

Preferred qualifications include:
  • Experience working in a government or public sector,
  • Supervisory experience in land development,
  • Experience with land development permitting and regulatory processes,
  • Experience coordinating complex development issues with developers, consultants, attorneys, property owners, and the public,
  • Experience designing and reviewing stormwater systems and other land development infrastructure, and
  • Knowledge of land development regulations, transportation infrastructure, drainage, utility systems, platting, right-of-way permitting, and related development processes.
