Full Job Description
The P260 CIT Enterprise Integration division architects, implements, and operates enterprise data systems, software products, and enabling engineering platforms primarily focused on aviation data, simulation, and collaboration capabilities as part of the CAASD FAA direct work program. We have a diverse, highly technical, and motivated team that embraces self-direction and empowerment toward our goal of delivering powerful and sustainable capabilities for the CIT enterprise. Having experts in a wide variety of domains (software architecture, big data and cloud computing, aviation domain, etc.), we rely on cross-functional collaboration to promote organizational learning and quality. The CIT Enterprise Capabilities we deliver must be reproducible, collaborative, demonstrably correct, and scalable. The CIT Enterprise Capabilities must provide significant and recognizable value to the FAA work program.

Roles & Responsibilities:

The Senior Principal P260 Chief Engineer will serve as a member of the P260 technical leadership team, partnering with P260 architects and other CIT technical leaders to deliver high-impact outcomes through the effective application of CIT Enterprise Capabilities (ECs). The Chief Engineer will engage with other division CEs directly to help connect evolving aviation mission needs with enterprise software, data, and modeling & simulation capabilities by identifying opportunities to expand their mission application and helping guide the continued evolution of the EC portfolio. In partnership with P260 leadership, the Chief Engineer will help ensure division solutions are architected using modern software engineering and security practices that result in sustainable, scalable Enterprise Capabilities that streamline research and delivery lifecycles to accelerate mission impact for our sponsors.

Technical Quality & Impact
  • Work across CIT to understand evolving mission needs, help project leadership effectively apply Enterprise Capabilities, and partner with P260 leadership and EC product teams to guide the strategic direction and continued evolution of the EC portfolio.
  • Partner with project teams, architects, and sponsors to identify opportunities where ECs can accelerate mission outcomes, recognizing where existing capabilities can be effectively applied and where mission needs should drive future capability investments.
  • Work with P260 leadership to ensure technical excellence of division work, such as using MVCs, progress reviews, and peer review of major products.
  • Promote modern software engineering, data engineering, and modeling practices that enable reusable, reproducible, and scalable Enterprise Capabilities supporting aviation research and operational mission needs.
  • Provide cross-cutting technical leadership that connects enterprise software, data, and modeling capabilities with aviation mission needs, helping ensure Enterprise Capabilities are effectively applied today while informing how they evolve to meet future mission priorities.
  • Lead high-impact and complex technical work areas.


Staff Development
  • Lead and drive the division strategy guiding technical workforce shaping and engage across CIT and MITRE to influence workforce shaping efforts related to software development and analysis skills needed to effectively and efficiently leverage CIT ECs to accelerate and increase mission impact
  • Provide coaching, mentoring, and guidance to staff in and out of the division engaged in the use or development of CIT Enterprise Capabilities, especially towards spreading the "EC mindset" of sustainable, high-quality reusable products with mission-focused application.
  • Coordinating division training needs and contribute to staff development, talent assessment, and planning (hiring, mentoring, and training needs), including senior staff across CIT.
  • Encourage and support staff in external technical activities (publishing, conference attendance, professional society participation) and advise on intellectual property management
  • Develop and define cultural initiatives in partnership with others to meet desired organizational culture.


Partnership and Initiatives
  • Lead cross-Division and cross-Center initiatives that integrate software engineering, data, modeling, and aviation domain expertise to deliver scalable solutions for complex mission challenges.
  • Strengthen and build relationships across MITRE to ensure alignment and synergy across technical initiatives and investments, especially in MITRE Tech & Eng (MTE) and Enterprise Tech (ET) to support a strong partnership with P260


Basic Qualifications:
  • Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7years' experience; or equivalent combination of related education and work experience
  • Experience with leading teams and projects, including experience meeting cost, schedule, and performance requirements
  • Demonstrated effective collaboration and clear written and verbal communication skills to support individual, team, and customer-related interaction
  • Proven experience engaging senior sponsors with successful impacts and outcomes and establishing and maintaining strategic partnerships
  • Proven ability to lead, nurture, and support technical talent
  • Demonstrated success in developing and delivering high-quality technical products under government-funded projects that result in accomplishment of Sponsor outcomes
  • Demonstrated ability to tackle problems and define solutions with an enterprise perspective
  • Technical background in one or more of the following:
    • Software engineering, information technology and information systems, computer science, or related discipline
    • Statistical analysis and big data analytics
    • Modeling and simulation of complex environments
  • Ability to be granted FAA Suitability
  • This position requires a minimum of 50% hybrid on-site

  • Experience with the Federal Aviation Administration
  • Research project leadership experience
