Description

The Director, Workforce Development and Continuing Education, is responsible for coordinating the College's efforts to provide impactful workforce development and continuing education activities, primarily focused on the provision of high demand accelerated skills (and industry credentials) training. Work is performed under the general supervision of the assigned Academic Dean, and includes planning, managing, and increasing the number of CFK courses, workshops, and conference offerings, expanding community and employer (non-credit) collaborations, workforce development opportunities, contract training, management and training for the Apprenticeship Program, and enhancing continuing education processes. Profitable and in-demand community education programs such as motorcycle rider training are also a focus of this position. Beginning with a department of one and closely collaborating with Academic Deans to leverage program resources across course delivery methods, the incumbent will have the opportunity and charge to increase the College capacity to provide Workforce Development and Continuing Education services, improve student and client outcomes, and increase revenue, in support of the College mission to more fully serve the FL Keys region.

Examples of Duties

Job Responsibilities:
1. Develops a robust schedule of workforce development and continuing education courses. This also includes some profitable community education programs, such as motorcycle rider and summer camp activities.
2. Provides oversight and direction for the Apprenticeship programs, including but not limited to training the Apprenticeship instructors on the National Center for Construction Education and Research's (NCCER) policies and procedures for classroom and job site instruction and administration of the Standards of Apprenticeship.
3. Collaborates with the academic deans to provide support for the development and implementation of contracted training or leveraged services to address community workforce training needs, including, but not limited to, special projects, occupational training, seminars, workforce training and development, English as a second language (ESL), and unique offerings such as conferences and continuing education units (CEU) for professionals.
4. Secures details of specialized information, coordinating office work, and providing information regarding the services and operations of the Department, including LERN professional development and best practices.
5. Collaborates with the College's marketing department to market and promote courses, programs, and events.
6. Oversees and coordinates the Apprenticeship programs for the Key West Campus.
7. Oversees the Apprenticeship programs in the Middle and Upper Keys.
8. Supervises and trains Apprenticeship program staff. Responsible for staff scheduling and task assignments.
9. Serves as an advisor for students registered in the Apprenticeship programs.
10. Develops, schedules, implements, and evaluates Apprenticeship Programs.
11. Facilitates and maintains accreditation with the National Center for Construction Education and Research (NCCER) as an Accredited Training Sponsor (ATS).
12. Serves as the College's Sponsor Representative with NCCER.
13. Ensures that all Apprentices are entered into the US Department of Labor's Registered Apprenticeship Partners Information Data System (RAPIDS).
14. Oversees and coordinates all aspects of the Commercial Driver License Third Party Administrator Agreement including but not limited to acting as the College's Responsible Party for The Florida Department of Highway Safety and Motor Vehicles, creating courses in the College's database, scheduling tests, creating tester in the Commercial Skills Testing Information Management System (CSTIMS), create and maintain all records and documents required by 49 CFR 383.75, audit the Third Party Tester driving record at least every six months, and unannounced inspections of each Third Party Tester's activities.
15. Serves on State and College-wide committees representing The College of the Florida Keys.
16. Participates in the College's annual planning and budgeting process by collaborating with the supervising Dean on the development and implementation of the Department's unit plan and budgets.
17. Following ADDIE or similar model, assesses need, designs, develops, and implements new programs and courses.
18. Leads revenue and business development for the department, helping set, and meet related business goals.
19. Arranges for Apprenticeship Advisory Committee meetings, including space, time, and place. Informs committee members of topics to be discussed; prepares and distributes agendas.
20. Works on behalf of the Apprenticeship Advisory Committee, to interview and rank the incoming applicants for the Apprenticeship programs.
21. Prepares monthly reports for submission to the Board of Trustees.
22. Manages the development and processing of course information and ensures the entry of information in the College's database.
23. Manage the Department's budgets. Complete purchase requisitions, track billing, and reconcile vendor accounts.
24. Coordinate the preparation, review, and submission of non-credit instructor payroll and the submission of noncredit instructor recommendations to hire.
25. Develops strategic partnerships for business and economic development and training, seminar, and workshop opportunities.
26. Develops collaborative relationships within the profession, the College, and the community.
27. Regularly meets with supervising dean, Office of Academic Affairs, and other College stakeholders and units.
28. Manages the Department's efforts, activities, and responsibilities regarding accreditation and reaffirmation at the direction of the Vice President, Academic Affairs.
29. Attends training as required.
30. Assists in College recruitment and retention efforts, as appropriate.
31. Required to attend Fall and Spring CFK Graduation/Commencement
32. Other related duties as assigned.

Education and Qualifications:
  • Bachelor's degree from an accredited college or university required.
  • Three (3) years' work experience that demonstrates knowledge of community education programs, workforce training, and testing administration.
  • Education and certification in Workforce Development/Continuing Education/Community Education preferred.
(A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)

FLORIDA RETIREMENT SYSTEM - Full-time and regular part-time employees participate in the Florida Retirement System (FRS). Employees may choose the Pension Plan or the Investment Plan.

PAID TUITION - Tuition fees for credit courses taken at the College are waived for employees and their eligible dependents, including domestic partners. Tuition and student fees are waived for non-credit physical education courses. Contingent upon approval, $1,000 reimbursement is available each fiscal year through Staff & Program Development (S&PD), for completion of course work toward a degree which results in demonstrated benefit to the College.
