Director, Technical Program Manager (Core TPM Tower)
What You’ll Do:
As a Director of Technical Program Management (TPM), we’re looking for someone that can help us lead programs that deliver on critical business goals and build large scale products & platforms that will help Capital One customers have incredible experiences.
In addition to the technical program, you will also work to pave the way for an expanding TPM discipline within the team, by leveraging your industry knowledge and experience to teach the organization what a great TPM can achieve.
Contribute to the organization’s TPM / Delivery strategy: establish operating mechanisms, maturity models, and tooling that scale across portfolios
Drive development of and alignment on program roadmap anchored in business objectives, definition of done, technical solutions, and sequencing of dependencies
Lead cross-platform technical investment planning and ensure architectural alignment toward long-term platform convergence and reuse
Serve as an executive-level escalation point for program risks, influencing technology leaders to make data-driven tradeoffs between speed, cost and resiliency
Ensure definition of measurable outcomes of platform success (availability, scalability, cost efficiency, developer velocity) and ensure delivery accountability across multiple engineering teams

7+ years of experience designing and building solutions using distributed computing or service oriented architecture (SOA)
3+ years of experience in building distributed systems & highly available services using cloud computing services / architecture - preferably using AWS
3+ years experience building highly scalable products & platforms
3+ years of experience with Agile delivery
3+ years years experience delivering large and complex programs - where you contribute to the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables and unblock teams to land business impact
Experience in building systems & solutions within a highly regulated environment
MBA or Master’s Degree in a related technical field (Computer Science, Software Engineering)
PMP, Lean, Agile, or Six Sigma certification
3+ years of people management experience or influencing organization as an IC
Experience driving platform standardization across multiple product portfolios or lines of business
Track record of building TPM maturity (operating models, career frameworks, metrics) at scale within engineering organizations
Exceptional communication and influence skills, capable of engaging deeply with technical teams while translating implications into compelling business narratives that persuade senior leadership

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $230,400 - $263,000 for Director, Technical Program ManagementNew York, NY: $251,400 - $286,900 for Director, Technical Program Management
Plano, TX: $209,500 - $239,100 for Director, Technical Program Management
Richmond, VA: $209,500 - $239,100 for Director, Technical Program Management
San Francisco, CA: $251,400 - $286,900 for Director, Technical Program Management
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
