Full Job Description
Lincoln Medical and Mental Health Center is one of New York City's premier acute care hospitals. Duties & Responsibilities

PURPOSE OF POSITION:

Under the direction of the Chief Financial Officer, and with reference to the corporate Director, Systems and Programming job specification, plans, organizes, directs, controls, and coordinates the activities of the Data & Analytics unit at NYC Health + Hospitals / Lincoln, including systems analysis, reporting design, and application development in support of facility operations. Serves as the single point of accountability to the Chief Financial Officer for the facility's analytic output - reports, dashboards, measure definitions, and submitted figures - with Epic as the principal system of record. Maintains a high level of technical competence within the unit and ensures that all quality standards comply with internal policies and with prevailing industry standards for healthcare data management and analytics.

DUTIES AND RESPONSIBILITIES:

1. Direction of the Data & Analytics unit. Plans, organizes, directs, controls, and coordinates the activities of the Data & Analytics unit, comprising six positions organized into two reporting domains and a health care standards function. Establishes the unit's work plan, service standards, and production calendar, and serves as the single point of accountability to the Chief Financial Officer for the unit's output.

2. Team development and staffing. Develops and maintains a team of consultants, systems analysts, application developers, and support personnel at a level consistent with the information system and reporting requirements of the facility. Maintains comparable capability across both reporting domains so that neither depends on a single individual. Identifies staffing needs, defines the competencies each seat requires, and escalates structural or staffing constraints through the established process.

3. Work assignment and unit priorities. Assigns staff to projects and activities requested and prioritized by user departments, and outlines alternative methods of approach. Sets unit priorities across both reporting domains, balances demand between them, and reallocates capacity where one carries disproportionate volume. Evaluates work, provides ongoing guidance to assigned staff, and conducts performance evaluation on the established cycle.

4. Technical proficiency and staff development. Provides for the technical proficiency of staff with particular regard to current technology, methodology, and the application of information systems in the field of health care, including Epic reporting and analytics tooling. Maintains a development plan for each technical position and tracks certification and training against it. Ensures build standards, validation practice, and measure definitions are applied consistently across both reporting domains rather than diverging by team.

5. Request intake, analysis, and prioritization. Participates in the analysis and approval of project and data requests from user departments, including requests routed through ServiceNow. Operates a documented intake with published turnaround standards and an explicit prioritization method rather than order of arrival, and maintains a request log recording requester, date received, scope, owner, status, and age. Returns each request with its scope stated, including what the request will not answer.

6. Reporting and information system design. Directs the design of computer-based information systems and reporting, ensuring that projects are feasible, technically sound, and aligned with facility objectives. Plans, organizes, and controls the preparation of reporting and information systems to solve identified business and operational problems.

7. Epic reporting environment. Establishes and maintains the facility's Epic-based reporting environment, including Reporting Workbench reports, SlicerDicer sessions, Radar dashboards, and saved report templates. Maintains a complete production inventory recording, for each report and dashboard, the owner, source, calculation, refresh cadence, and consuming audience.

8. Project planning, scheduling, and cost control. Plans, schedules, and budgets system design, reporting, and development work for approved projects, ensuring completion within scheduled time and cost estimates. Monitors progress and takes necessary action to correct systematic deficiencies, schedule slippage, or other conditions that could lead to cost overruns, and reports slippage with its cause and elapsed time stated.

9. Data governance and stewardship. Establishes and maintains a governance structure for the data the unit publishes, including named data stewards by domain, documented decision rights, and a defined route for resolving conflicting definitions between departments. Convenes governance review on a defined cadence and records decisions.

10. Measure certification and single source of truth. Maintains a certified measure catalogue recording, for every published measure, its definition, source system, calculation logic, comparison window, and cash or accrual basis. Distinguishes certified measures from ad hoc analysis on the face of every product. Reconciles all financial measures to the Cash Disbursements and Receipts Report as the cash-basis reporting of record, and labels any figure drawn from Epic or from committee materials as not cash basis.

11. Data quality monitoring. Establishes recurring monitoring of completeness, timeliness, accuracy, and consistency for the source data feeding published reporting. Reports identified quality defects with a named owner and an elapsed age rather than absorbing them, and tracks each to remediation.

12. Change control and release management. Controls modification of reports, dashboards, and measure definitions through version control, validation before release, and advance written notice to consuming committees. Ensures that no published measure, calculation, or comparison window changes silently between reporting periods.

13. Self-service enablement. Extends self-service reporting capability to departments while retaining unit control of certified definitions. Trains and credentials self-service users, publishes the certified measure set available to them, and monitors self-service output for divergence from certified measures.

14. Report lifecycle and retirement. Reviews the production reporting inventory on a defined cycle against actual consumption, and retires reports and dashboards no longer used rather than accumulating them indefinitely. Reports inventory size, additions, and retirements each cycle.

15. Protected health information and access control. Ensures that reporting and dashboard access observes minimum necessary standards for protected health information, that access is granted by role and reviewed on a defined cycle, and that data leaving the unit is classified and handled in accordance with NYC Health + Hospitals policy. Coordinates access provisioning with system information technology and tracks dependencies gated outside the facility by age.

16. Integrity of externally reported figures. Owns the analytic integrity of figures the facility submits outside its walls, including regulatory, cost report, and Central Office submissions. Maintains the audit trail from source data to submitted figure so that any submitted number can be reproduced on request.

17. Analytic method and interpretive discipline. Requires that every finding the unit publishes carries a source and a date; that comparison windows are held constant and labeled; that controllability is sorted before conclusions are drawn, distinguishing facility-controlled matters from those gated by payers, Central Office, or system information technology; and that causation is hedged where the data supports association only.

18. Business intelligence platform direction. Maintains a forward view of the facility's reporting and analytics platform capability, including Epic reporting tooling, and advises the Chief Financial Officer on capability gaps, alternatives, and investment required to close them.

19. Activity and progress reporting. Prepares recurring written activity and progress reporting to the Chief Financial Officer and executive leadership on a defined cadence, structured with the conclusion first, status stated by label rather than by adjective, and every open item carrying a named owner and a due date.

20. Committee representation and follow-through. Represents Finance and the Data & Analytics unit on assigned committees, including Denials Management, Utilization Review, Operating Room, and others as assigned. Carries analytic findings through to a named owner, a due date, and documented closure, and reports items that stall with the elapsed time stated.

21. Written procedures, documentation, and continuity. Establishes performance standards, written procedures, and desk-level documentation for every recurring product of the unit, and maintains them as current operating references so that no report, dashboard, or submission depends on the knowledge of a single individual. Maintains a coverage and delegation structure including a designated alternate and a defined escalation path.

22. Situational awareness and proactive escalation. Maintains current, comprehensive awareness of conditions across the unit's scope and proactively surfaces material developments, whether risk or opportunity, to the Chief Financial Officer in a timely manner. Functions as the Chief Financial Officer's forward line of sight into the facility's data and reporting environment, so that no material change reaches executive leadership by surprise or through another channel first.

23. Compliance. Ensures the functions within the incumbent's assigned scope operate in compliance with applicable governmental laws, rules, and regulations, and with NYC Health + Hospitals operating policies and procedures.

24. Performs related duties, as assigned.

Minimum Qualifications
1. Baccalaureate degree from an accredited college or university in Computer Science, Mathematics, Business Administration, Statistics or a related discipline, and five (5) years of experience in systems analysis and design of information systems, two (2) years of which must have been in a managerial or supervisory capacity; or
2. A satisfactorily equivalent combination of certificates, education and/or experience, in which thirty (30) graduate-level semester credits from an accredited college or university can be substituted for one (1) year of experience, and each month spent completing relevant certificates can be credited for one (1) month of experience. However, all applicants must have at least a Bachelor's Degree.

    • Demonstrated proficiency authoring, optimizing, and validating SQL queries against relational and dimensional data sources, specifically Epic Clarity and Caboodle data warehouses.
  • Business Intelligence & Data Engineering
    • Experience with BI and data visualization platforms (Tableau, Power BI, or Qlik).
    • Working knowledge of ETL processes, dimensional data modeling, and data dictionary maintenance.
    • Advanced proficiency in Microsoft Excel, including Power Query and PivotTable analysis.
  • Advanced Analytics & Statistics
    • Experience applying statistical and analytic tooling (R, Python, or SAS).
  • Leadership & Data Governance
    • Experience directing a hospital reporting, business intelligence, or analytics function.
    • Demonstrated experience establishing data governance, certified measure definitions, or data quality monitoring.
  • Domain Expertise & Clinical Environment
    • Working knowledge of hospital quality, utilization, and revenue cycle measure sets.
    • Experience in an acute care safety-net or Level I trauma setting.
