P&C establishes the IC's strategic roadmap, develops requisite IC policies, and drives technology capabilities in alignment with national priorities. Within P&C, the Strategic Capabilities Office serves as the central integration point for addressing urgent security challenges through coordinated campaigns. These multi-agency efforts catalyze capability development. SCO focuses on leveraging industry capabilities to achieve success. SCO also provides value -added oversight of IC acquisitions and leads strategic analysis requirement development, and independent cost analysis to optimize IC investment decisions and support the DNI's priorities.
