The incumbenrs responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful perfonnance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Review and Analysis Division that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbent's essential purpose and focus of main effort.

Responsible for the Division's management, financial, organizational studies, internal review function, loss prevention, emergency management, and the security and risk management programs. Plans, organizes, directs, coordinates, and controls studies that have the widest impact upon various activities in Marine Corps Community Services (MCCS).

The incumbent is an expert advisor and consultant on Review and Analysis issues to all echelons of management. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Responsible for developing and managing budgets for the Division and reviews monthly financial reports to adjust spending, as needed. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Develops long range plans in conjunction with internal operating directives, and exercises internal management authorities as delegated by the MCCS Director. Interprets Executive Orders, policy statements, directives, procedures, and individual instructions issued locally or by higher authority that govern or have a bearing in the Review and Analysis areas and determines the extent to which these matters affect current and planned programs and policies. Monitors the implementation/execution of all functionality assessment recommendations.

Directly or indirectly through subordinate supervisors, supervises employees. Counsels and trains employees, schedules and directs work, appraises work perfonnance, approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opponunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse. Responsible for the review and auditing of Government Credit Card, Western Union, Payment Card Industry (PCI), Game Warden Permit programs, and the end of year inventories for all activities. Reports to the Director, MCCS.

Oversees the organization's full capacity of security programs to include the general security of all MCCS activities; Fraud Watch exception base reponing system; Anti-Terrorism program involving the training of employees, planning, and execution of Force Protection Exercises; Civil Recovery Program, including the initiation and processing of case files, and coordination with the Base Inspector and Special Assistant U S Attorney (SAUSA) offices for final case detennination; and the Crime Prevention Survey program insuring coordination with Provost Marshal Office (PMO) on all physical security inspections.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor. or proper point of contact for help when problems arise. Ensures implementation of an activity safety program in accordance with the Base Safety Program. Advise employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents/injury to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return to Work" program initiatives, and following up on employee well-being.

Qualifications

Five years experience that demonstrates detailed knowledge of accounting, auditing, management, security, safety, risk management. and financial analysis principles, theories, techniques and practices; knowledge of automated procedures and controls to apply software applications to
• facilitate work. Knowledge of military command structures, missions, programs, and organizational relationships plus a thorough knowledge of analysis techniques covering research and investigative techniques and a current knowledge of civil law processes pertinent to the responsibilities. Ability to effectively communicate and deal effectively with senior military and civilian officials. This is a white-collar position in which occasional lifting up to 20lbs may be required. Ability to obtain and maintain a Secret Clearance Security Check.
