Job Description:

Essential duties and responsibilities

The Director, Recruiting Technology and Operations is responsible for the strategy, optimization, administration, and continuous improvement of Talent Acquisition at Express Wash Concepts: recruiting systems and AI tools, hiring workflows, vendor and budget ownership, compliance risk, and the reporting that measures how the funnel is performing. This role reports directly to the SVP, Human Resources, with no other Talent Acquisition leader in between, and partners closely with Regional Directors, HRIS, and IT to improve hiring efficiency, candidate experience, recruiting analytics, automation, and top-of-funnel performance across all six operating states.

The ideal candidate combines full ownership of a talent acquisition function, strategy, vendor management, compliance, and executive recruiting, with strong technical aptitude and hands-on administration of recruiting systems, AI-enabled screening, and scalable hiring infrastructure for a multi-site, hourly workforce.

Recruiting Technology & Systems Management
  • Serve as the primary administrator and strategic owner of recruiting technology platforms, including ATS, scheduling, onboarding and AI tools such as Paradox and Classet.
  • Configure and optimize recruiting workflows, automations, integrations, templates and dashboards.
  • Lead system enhancements, testing, upgrades, implementations, and vendor management activities including closely managing the Paradox and Classet vendor relationships.
  • Partner with HRIS and IT to ensure data integrity, security, and seamless integrations between recruiting and HR systems.
  • Troubleshoot system issues and provide technical support to recruiters, Regional Directors and hiring managers.

Recruiting Process Optimization
  • Evaluate and redesign recruiting workflows to improve speed, quality, scalability, and user experience.
  • Identify automation opportunities that reduce administrative burden and increase recruiter productivity.
  • Develop scalable hiring infrastructure to support rapid growth and high-volume recruiting needs.

AI & Innovation Strategy
  • Research, evaluate, and implement emerging recruiting technologies and AI-enabled solutions.
  • Lead initiatives related to sourcing automation and screening optimization.
  • Monitor industry trends and recommend technology enhancements that improve recruiting outcomes and operational efficiency.
  • Establish governance and best practices for responsible AI use within recruiting operations, including documentation of screening logic and audit trails.

Talent Acquisition Operations & Field Partnership
  • Own recruiting process standards, SOPs, and reporting requirements that field recruiters operate under. Field recruiters report administratively to their Regional Director, not to this role.
  • Monitor candidate pipelines, aging, and funnel conversion across all six operating states; partner with Regional Directors on recruiter performance and process adherence.
  • Own the core recruiting reporting suite: time-to-fill, candidate source, cost-per-application, funnel conversion, and early-tenure attrition by source; bring findings and recommendations to the SVP, HR.
  • Manage hiring event, open interview, offer, and background check process standards used across the field.

Home Office & Executive Recruiting
  • Own full-cycle recruiting for Home Office and executive-level positions, executed day to day through a direct-report Senior TA Specialist.
  • Personally lead the most senior and confidential searches, including sourcing strategy, candidate assessment, and offer structuring.

Vendor, Budget & Compliance
  • Own recruiting vendor relationships and budget, including job boards (Indeed, ZipRecruiter, Handshake), background checks (Simpliverified), and referral and texting platforms (GoHappy Hub, Emissary), in addition to the recruiting technology vendors above.
  • Build the annual recruiting advertising and technology budget; monitor spend against budget and report variance to Finance and the SVP, HR.
  • Own recruiting compliance execution, including background check/adverse action process, pay transparency posting requirements, AI screening documentation, and SMS consent, escalating jurisdiction-specific legal questions to Legal and HR Compliance rather than resolving them unilaterally.

Required Skills/Abilities
  • Strong knowledge of applicant tracking systems and recruiting technologies, Workday knowledge, preferred.
  • Ability to optimize recruiting workflows, automations and system integrations to improve hiring efficiency and user experience.
  • Strong analytical and problem-solving skills with the ability to interpret recruiting metrics, identify trends, and drive data-based decisions.
  • Experience leading technology implementation, and change management initiatives in fast-paced environments.
  • Knowledge of AI-enabled recruiting tools, sourcing technologies, and recruiting operations best practices.
  • Vendor contract negotiation and budget ownership.
  • Direct experience personally running confidential and/or executive-level searches.
  • Working knowledge of recruiting compliance sufficient to execute and know when to escalate.
  • Excellent project management, organizational, and prioritization skills with the ability to manage multiple initiatives simultaneously.
  • Strong communication and collaboration skills with the ability to influence cross-functional stakeholders and translate technical concepts into business solutions.


Education and Experience
  • Bachelor's degree in Human Resources, Business, Information Systems, or related field preferred.
  • 7+ years of experience in recruiting operations, recruiting technology, HRIS, or talent acquisition systems.
  • Experience supporting multi-site or high-volume recruiting environments preferred.
  • Strong knowledge of applicant tracking systems and recruiting platforms. Administrator level with Workday Recruiting and Paradox or comparable platforms.
  • Experience with workflow automation, reporting tools, and recruiting analytics.
  • Demonstrated experience leading process improvement and technology optimization initiatives.
  • Strong project management, communication, and stakeholder management skills.
  • Advanced proficiency in Microsoft Excel and reporting/dashboard tools.
  • Experience supporting organizations with distributed field operations or hourly workforce recruiting.
  • Knowledge of recruiting and candidate journey optimization, preferred.
