Director, Project Manager, Debit Products
As a Director, Project Manager, Debit Products at Capital One, you would oversee PULSE's product lifecycle, enterprise portfolio governance, and portfolio risk across complex business and technology programs.
The position oversees end-to-end portfolio management functions, including intake, prioritization, capacity planning, portfolio health monitoring, dependency management, and executive reporting. Ensures portfolio strategies align with business goals, operational capabilities, financial targets, and defined risk tolerance frameworks. Partners closely with PULSE leadership, product, technology, operations, compliance, legal, and risk stakeholders to drive consistent execution and alignment. The role provides leadership and direction to a team of portfolio managers accountable for strategic program prioritization, governance, and execution alignment to organizational objectives.
Leads product governance by establishing and maintaining governance frameworks, decision-making structures, operational controls, and standardized processes that support products from ideation through implementation, sustainment, and retirement. Facilitates governance forums, portfolio reviews, and executive-level reporting to enable transparency, informed decision-making, and proactive product risk management. Leads a team of process professionals that create and reiterate on our processes and governance framework.
Provides strategic oversight of PULSE portfolio risk management, including the identification, assessment, mitigation, monitoring, escalation, and reporting of product risks across the PULSE portfolios. Establishes and maintains standards, procedures, documentation, playbooks, and controls to ensure consistency, audit readiness, and regulatory compliance.
Maintains direct oversight of portfolio management tools, governance workflow platforms, reporting solutions and a team to support it. Drives portfolio insights through metric transparency, governance controls, approvals, and operational reporting. Leads process improvement and automation initiatives to enhance portfolio visibility, operational efficiency, data quality, and governance effectiveness.
Responsibilities include:
Strategic Leadership & Well Managed Oversight: Lead a multi-leveled team to drive complex Well Managed programs by providing strategic direction across all organizational towers.
Risk & Control Management: Drive the oversight and management of all risk-related activities, including the prioritization and building of new controls to ensure a resilient business environment.
Process Excellence & Documentation: Design and manage rigorous project plans to inventory and maintain L2 documentation, ensuring all processes are documented and current.
Audit & Exam Lead: Serve as the primary point of contact for audits and exams, interfacing with Product Managers to manage events and documentation needs as they arise.
Cross-Functional Partnership: Partner with Transaction Processing leaders to inventory current-state risks and events; establish internal and external forums to align the organization’s "Well Managed" state with the Enterprise Payments Organization and GPN Leadership.
Executive Influencing: Provide strategic thought partnership to the TP Leadership Team to influence critical investments and commitments.
The person will:
Exhibit outstanding influencing skills to drive prioritization of controls and investments across the TP Leadership Team.
Demonstrate a proven track record of managing work in dynamic, complex environments, specifically regarding risk management and process documentation.
Display a passion for coaching a team of associates to become subject matter experts aligned with specific technical towers and adopting best in class Capital One risk management practices.
Have excellent communication skills essential for acting as the primary POC for audits and representing the organization in high-level forums with GPN and Enterprise partners.
Basic Qualifications:
- Bachelor’s Degree or Military experience
- At least 5 Years of Project Management experience
- At least 3 Years of People Management experience
Preferred Qualifications:
- Masters / MBA degree
- At least 6 years of Project Management experience
- At least 4 years of People Management experience
- PMP, Lean, Agile or Six Sigma certification

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
Houston, TX: $187,300 - $213,700 for Director, Project ManagementMcLean, VA: $206,000 - $235,100 for Director, Project Management
Plano, TX: $187,300 - $213,700 for Director, Project Management
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
