Northrop Grumman Mission Systems' (NGMS) Navigation, Intelligence & Connectivity (NIC) Division has an immediate opening for a Program Director 1 position located at our Woodland Hills, CA facility, requiring travel to other Northrop Grumman facilities, customer, and supplier sites as needed. This position reports directly to the Sentinel Operating Unit Director and will be a full-time onsite position.

As the portfolio lead for Sentinel program, the director will be tasked with ensuring successful execution of the existing program, as well as the strategic pursuit of new business opportunities to grow the business portfolio. In addition, the director will be responsible for the management and people leadership of a team of program managers leading the program execution. This is a leadership position with daily executive interactions, and the successful candidate must display consistent impeccable judgment and embody Northrop Grumman leadership behaviors. The successful candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings across all levels, including executive leadership.

The Program Director will lead all phases of the Sentinel NIMS EMD program from Design Reviews through completion and program closeout:
  • Responsible for the cost, schedule and technical performance of programs, maintains proper program budget and schedule oversight.
  • Participates in the negotiation of contract and contract changes.
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Manage proposal teams and timely delegations with senior leadership. Able to communicate with senior leadership and outline potential opportunities, proposal schedules, financial positions and proposed risks.
  • Acts as customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance.
  • Directs technical investments and makes strategic business decisions including implementation of common product development across a variety of customer bases.
  • Supports development and execution of NCTA and Capital plans.
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Directs the work of employees assigned to the program managers from technical, manufacturing, supply chain, mission assurance, business management, and other areas of the program.
  • Provide leadership and direction to dotted line functional managers and operations (to include coordination of objectives and performance with their direct managers, alignment of strategic priorities with the OU, sets functional key performance indicators, input to hiring and staffing plans).
  • Strategically plan (directing program strategy development that integrates with the overall business and strategy; and participating in the business strategic and discretionary planning processes).
  • Manages risk, issue and opportunity processes. Identifies potential risks and opportunities that could impact program performance and takes proactive action to resolve issues regarding cost and schedule.
  • Establish and clearly communicate overall program objectives, mission, vision and strategy - builds morale and supports team needs.
  • Drive timely and clearly communicated decisions and recommendations to senior leadership, the program team, and management team.
  • Build and maintain successful relationships with current and prospective senior customer counterparts; coordinates and communicates effectively with functional leadership and teams.


Basic Qualifications:
  • Bachelor's Degree with a minimum of 15 years of related experience or 5 years of related experience with master's degree.
  • Minimum 8 years of management experience in Functional Management, Engineering Management, Operations Management, or Program Management.
  • Demonstrated expertise in customer shaping and engagement strategies.
  • Demonstrated program execution expertise.
  • Ability to build and lead a program management team with a vision for success and capable of delegating responsibilities to the appropriate team members.
  • Exceptional communication and collaboration skills.
  • Demonstrated understanding of EVMS and Risk and Opportunity Management.
  • Demonstrated experience with New Business / Capture Management.
  • Demonstrated leadership skills and the ability to work effectively in a team environment.
  • Demonstrated experience with establishing customer intimacy.
  • Effective communication and presentation skills.
  • Experience with DoD & international customers and/or partners.
  • US Citizenship.
  • Active Secret Clearance.


Preferred Qualifications:
  • Master's Degree in Engineering a similar technical field, or Business Administration.
  • 15 years of experience in government program management or DOD.
  • 10 years of management experience in Functional Management, Engineering Management, or Program Management.
  • Experience with Affordability and Capture Management Plans.
  • Knowledge of Inertial Measurement Systems (IMS).


Primary Level Salary Range: $224,300.00 - $336,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
