Description

Organizes, coordinates, and participates in the acquisition, inventory, and delivery of equipment, materials, supplies and services; supervises and evaluates personnel. Develops specifications, advertises for bids, solicits quotations, analyzes bids and quotations received, prepares contracts and recommends awarding of contracts and placing of purchase orders.

CURRENT VACANCY: One full-time management position (12 mos/yr, 8 hrs/day), in the Business and Financial Services Procurement Department, at the Administration Center. Position is onsite and includes full district-paid benefits for the employee and dependents. Maximum District contribution toward health and welfare benefits is $34,732.44 per year.

-Plans, organizes, assigns, directs, and reviews the work of the Purchasing Departments; prepares, reviews, and approves specifications, bid documents, and contracts.
-Establishes purchasing and inventory policies and procedures in accordance with laws, regulations and District policies.
-Establishes the Purchasing Department as a "Best in Class" operation that coordinates, collaborates and partners with departments to achieve the District's global goals.
-Creates and maintains a positive customer service environment.
-Develops and processes bids, purchase orders, and requisitions involved in obtaining a variety of school supplies, materials, services, and equipment; makes recommendations for standardization.
-Develops Public Service bids and contracts utilizing applicable codes, such as public contract, labor, government, education, and health and safety.
-Responsible for District compliance with legally required participation in Public Service bids by Minority Business Enterprises/Women's Business Enterprises/Disabled Veteran's Business Enterprises (MBE/WBE/DVBE).
-Analyzes bids received for conformance and compliance with established standards and for the completeness of data; recommends awarding of contracts and bids.
-Writes specifications; determines sources for products and services obtained, secures price quotations and comparisons; establishes vendor delivery and billing requirements
-Develops and maintains purchasing records, buying schedules and files; maintains catalogues of vendors; coordinates computer terminal input of the purchasing system.
Assists with Hazardous Material Communication Program; maintains computerized program; distributes Material Safety Data Sheets, coordinates hazardous material program with schools and departments.
Employment Standards

Minimum requirements:
-Five years of experience in purchasing activities, preferably at the technical level with at least three years of supervisory experience.

Desirable Qualifications:
-Advanced courses in purchasing, business administration, or closely related field.

Written and oral proficiency in a second language.

LICENSE OR CERTIFICATE:

A review of applicants' experience and qualifications will be conducted. Based on that evaluation, a limited number of top-qualifying applicants whose qualifications best meet the current needs of the District will be invited to participate in the next step of the examination process. The examination will utilize Assessment Center techniques, which may include a technical project, and will include a qualifications appraisal interview. Qualified candidates will be provided with more details prior to the start of the examination process.

Probationary Period: One year of paid service.
After an offer of employment, a candidate must submit proof of freedom from tuberculosis. Also required after an offer is accepted, the candidate must complete a pre-employment physical examination and obtain fingerprint clearance through the Department of Justice and the Federal Bureau of Investigation (district-paid). The onboarding process includes legally mandated training(s) and reference checks. In addition, pursuant to Senate Bill 848 (SB848), the district is required to conduct reference checks that include inquiry into whether the applicant has ever been the subject of a credible complaint, investigation, or disciplinary action related to child abuse, sexual misconduct, or sexual harassment.
Benefits for permanent employees who work 4 or more hours per day include medical, dental, vision and life insurance.

Salary: The beginning and ending salary steps are shown on each examination announcement. Permanent employees with satisfactory service receive salary increases upon completion of their probationary period and at one-year intervals thereafter, up to the maximum rate.

Holidays: Regular classified employees are entitled to pay for authorized holidays, provided they were in a paid status during any portion of the working day immediately preceding or succeeding the holiday.

Sick Leave: One day of sick leave earned per month, accumulation is unlimited.

Retirement: All new employees who work half time or more must become members of the California Public Employees Retirement System and the Federal Social Security program. Contributions are withheld from salary. Employees may become eligible for retirement at age 50 with a minimum of five years service.

Examination Process: A review of the applicants' experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the district will be invited to participate in the next step of the examination process. The examination process will consist of one or more related test parts covering any subject matter appropriate to the duties of the position. Qualified applicants will be advised of the test components and weights prior to the administration of the first test part.

Eligibility List: Candidates successfully completing all phases of the application and examination procedure will be ranked on the appropriate eligibility list according to their total examination scores. This list is normally in effect for one year.

Classification: When a vacant position is to be filled, the top three reachable ranks from the eligibility list are contacted for employment interviews. The supervisor of the vacant position will interview those candidates and may make a selection from any one of them. Depending on the vacancy, current employees in the same classification who have a transfer request on file, may also be interviewed. New employees must serve a six-month or one-year probationary period, depending on the classification involved.

Fingerprint Requirement: California state law requires that all classified employees be fingerprinted. Candidates are responsible for paying the fees.

Certificate of Tuberculosis Examination: New employees must furnish proof that within the last 60 days they have had a Mantoux tuberculin skin test.

Accommodation: In compliance with the Americans with Disabilities Act, applicants with disabilities may request that reasonable accommodation be given related to the actual examination process. Requests must be made at the time of application.

Physical Examination: Employees must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. As a condition of employment, all prospective new hires must receive District approval relating to their fitness to work based on a physical examination. Tests must be given by a District-approved physician.

Mandatory Child Abuse Reporting Training (AB1432): As a state requirement, all prospective employees of the district are required to complete the Mandated Reporter Educators Training course, prior to their start date of employment. The training must also be completed annually thereafter.

Veterans Preference: Five additional points of credit are added in entry-level examinations to the final passing score of qualified veterans showing 30 days or more service during time of war (10 points for disabled veterans) upon presentation of proof of veterans' status (Form DD-214). This evidence must be presented during the examination procedure. No credit will be given after this period.
