Position Summary The Director, PIC Compliance and Licensing plays a pivotal leadership role in ensuring Empower's pharmacies operate with regulatory integrity, patient safety, and uninterrupted licensure across all jurisdictions. This role leads national compliance efforts for Pharmacists in Charge (PICs), drives inspection readiness, and manages end-to-end pharmacy licensing strategy in a rapidly scaling 503A and 503B environment. As we work to provide access to affordable, high-quality medications for 300 million people, this Director ensures our pharmacy footprint grows responsibly, compliantly, and in alignment with Empower's mission.
Duties and Responsibilities - Leads enterprise-wide compliance oversight for PICs across Empower's licensed 503A and 503B facilities, ensuring consistent interpretation and application of regulatory requirements.
- Serves as the primary liaison between Legal, Regulatory, and site-level PICs to align pharmacy operations with federal and state pharmacy laws, including Boards of Pharmacy, Food and Drug Administration (FDA), and Drug Enforcement Administration (DEA) expectations.
- Oversees regulatory responses, corrective action plans, and formal communications to government agencies and accreditation bodies, ensuring Empower's positions are timely, accurate, and aligned with operational realities.
- Supervises the pharmacy licensing and accreditation team, ensuring all facilities, personnel, and PICs maintain uninterrupted licensure, registrations, and third-party certifications across jurisdictions.
- Leads the development, communication, and deployment of enterprise-wide policies, standard operating procedures, and documentation standards that clarify PIC responsibilities and elevate compliance performance across the pharmacy network.
- Builds and manages a national inspection-readiness program, guiding PICs through audit preparation, regulatory interpretations, and post-inspection corrective actions.
- Tracks and interprets evolving pharmacy regulations, legislation, and licensure requirements, translating key updates into actionable guidance and training across Empower.
- Develops and delivers training, tools, and operational resources that support PICs and licensed pharmacy staff in maintaining compliance and driving consistency across locations.
- Leverages artificial intelligence (AI) and analytics platforms to track licensing activities, optimize documentation workflows, and proactively identify regulatory risks.

Experience and Qualifications - Minimum of 10 years of experience in pharmacy compliance, licensing, or regulatory operations, including at least 5 years supporting or supervising PICs in a multi-site, multi-state environment.
- Requires a Doctor of Pharmacy (PharmD) or equivalent degree from an accredited institution.
- Active Pharmacist license required; Board Certification in Sterile Compounding (BCSC) preferred; Certified Professional in Healthcare Quality (CPHQ) preferred; Regulatory Affairs Certification (RAC) preferred.
