The Director of Pharmacy is responsible for providing leadership within Billings Clinic Pharmacy Services, at the Billings main campus and applicable regional sites. Responsible to provide strategic collaboration and alignment with facility's operations and to formalize and implement the mission, vision, and values of Billings Clinic. Develops objectives, policies, and procedures to formalize and implement the mission, vision, and values of Billings Clinic. Maintains the standards, customer relations, and practice within Pharmacy Services. Serves as the Pharmacist-In-Charge (PIC). Per the Montana Board of Pharmacy, the PIC accepts responsibility for the operation of a pharmacy in conformance with all laws and rules pertinent to the practice of Pharmacy, who assures that the Pharmacy and all pharmacy personnel working in the Pharmacy have current and appropriate licensure and certification, and who is personally in full and actual charge of such pharmacy. Ensures the pharmacy provides optimal clinical services and customer service. Accountabilities include quality of services, short and long-range planning to achieve goals and objectives, fiscal control, physician and interdepartmental/intradepartmental relations, and personnel management. Works collaboratively with Billings Clinic Pharmacy and patient care teams to provide optimal care through Pharmacy Services. Works with leadership and care teams to expand pharmacy services. Works collaboratively with Director of Pharmacies at Billings Clinic and Logan Health to support fiscal services across both health systems.

Essential Job Functions
• Works with Hospital/ Clinic Leadership and Pharmacy Leadership across Billings Clinic and Logan Health to develop and oversee Pharmacy Services to ensure adherence to organizational mission, vision, values, strategic goals, and business strategies. Interprets and supports the mission and philosophy of Billings Clinic. Responsible for promotion of, and adherence to, the elements of Billings Clinic's Code of Business Conduct and corporate compliance program.
• Develops the strategy and programmatic elements of the Pharmacy Services for Billings Clinic and appropriate regional sites.
• Serves as the DEA registrant (if applicable) and coordinator of applicable licenses.
• In collaboration with physician leadership and other medical staff, administration, and other health care providers, develops and implements short- and long-range plans. Also, leads, develops, and revises programs which enhance department services.
• Coordinates with physicians and other Billings Clinic leadership to assure continuity in pursing Pharmacy and organizational goals and synergy in implementing plans and problem resolution.
• Coordinates and develops collaborative relationships with vendors, consultants, sales representatives, internal and external customers.
• Develops, implements, and maintains a realistic, cost-effective annual budget and ensure adherence to agreed-upon budgetary constraints. Ensures pharmacy business division supports the fiscal needs of Billings Clinic and Logan Health service lines.
• Anticipates needed resources and capital expenditures for short- and long-term departmental needs.
• Ensures accurate, timely charge capture for services rendered.
• Negotiates contracts for procurement of services and drugs. Negotiates contracts for providing services and drugs.
• Practices process improvement principles to assess and improve the quality of the service/care provided within the department. Identifies issues/concerns relating to personnel, workflow, safety, medication errors, etc.
• Responsible to ensure Pharmacy Services comply with all legal, regulatory, and/or accreditation standards or guidelines and ensures quality of care standards and evidence-based practices are adhered to.
• Responsible for policies, procedures, registrations necessary for compliance with HRSA, Office of Pharmacy Affairs (OPA) for Billings Clinic
• Maintains knowledge of current trends and development within healthcare and pharmaceutical therapies and services. Reads and evaluates medical, pharmaceutical, and other literature to determine its scientific merit and applicability to the organization and pharmacy. Utilizes appropriate information resources to respond to various inquiries and information requests and resolve problems.
• Ensures compliance with all applicable federal, state, and local laws, rules, and regulations, and that the pharmacy meets or exceeds all accreditation and regulatory standards related to medication use and pharmacy operations. Ensures compliance of the Pharmacy and staff.
• Leads, recruits, develops, mentors, and retains a talented team committed to accomplishing the goals and objectives of Billings Clinic. Recommends, implements, and evaluates plans and systems that assure sufficient qualified and competent staff to provide pharmacy services to include residents and students.
• Adheres to administrative policies and procedures relating to human resource management.
• Maintains all required employee information in departmental files.
• Demonstrates and encourages an ethic of open communication and teamwork throughout the organization. Builds an environment of shared commitment to Billings Clinic's goals and responsibility to achieve quality outcomes. Provides consultation for related concerns and acts as a customer advocate by demonstrating sensitivity to ethical and legal ramifications of practice.
• Provides regulatory and quality consultation and clarification to medical staff and practitioners.
• Contributes to the advancement of the profession through presentations at local, state, and national meetings.
• Participates in evaluation, selection and integration of health care technology and information management systems that support quality of care/financial needs and the efficient use of resources. Advises and assists in the design and maintenance of the pharmacy information systems and databases.
• Oversees ongoing business intelligence and information needs for clinical practice by querying involved users and evaluating the information systems capabilities to improve business performance.
• Directs effective implementation plans, information systems maintenance, and provides access to training resources to continually improve performance.
• Collaborates with Human Resources to trend costs, utilization and impact of employee pharmacy plan.
• Performs other duties as assigned or needed to meet the needs of the department/organization.

Minimum Qualifications
Education
• Minimum 4 Year / Bachelors Degree Pharmacy
• Preferred Graduate Degree MBA or Healthcare related field

Experience
• 3 Successful experience in a leadership and management role with demonstrated management/leadership and program management skills.
• Residency-trained in pharmacy administration, community pharmacy, or relevant clinical experience, preferred.
• Budget and financial management experience, preferred.

Certifications and Licenses
• Licensed Pharmacist in Montana At hire
• MT Driver license or ability to obtain one At hire. Ability to be insured for the operation of organization vehicles.
• Additional state licensure as applicable to services provided.

Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered. Employees that require a licensed or certification must be properly licensed/certified and the licensure/certification must be in good standing.
