Position Description: CGI Federal is seeking a highly motivated Director level capture manager to lead and oversee major business pursuits within the Department of Homeland Security, with a primary focus on CISA. This role is responsible for executing CGI Federal's full lifecycle, Shipley based capture management process, including developing winning strategies, managing capture activities, guiding step (gate) reviews, informing bid/no bid decisions, building partner relationships, and shaping and executing successful proposal strategies.
This position is based in either our Fairfax or Arlington, VA office, with a hybrid work model available.
Your future duties and responsibilities:• Lead and manage opportunities in alignment with the CGI Business Engineering Management Framework (BEMF).
• Develop capture and win strategies that increase PWIN.
• Engage with clients to understand requirements and: Shape capture and win strategies; Inform government acquisition strategies, Iteratively guide solution development; Ensure CGI's solution and response are fully aligned with customer needs; Build staffing BOEs based on client requirements; Shape pricing and Price to Win (PTW) strategies that meet corporate margin goals; Guide proposal strategy, including review team formation and review approach in partnership with the Proposal Manager.
• Research, analyze, and influence the competitive landscape.
• Identify and coordinate resources needed to execute the opportunity pursuit plan across accounts and BUs/SBUs.
• Lead Key Personnel strategy and obtain BU approval.
• Lead teaming agreement negotiations, Exhibit A development, and subcontract discussions with partners.
• Provide leadership updates with clarity and consistency.
• Develop and secure approval for the Bid and Proposal (B&P) budget; manage the budget with transparency and weekly forecasts.
• Oversee proposal delivery, post submission activities, debriefs, and process improvement actions.
• Support contract transition by ensuring continuity between capture, proposal, and delivery phases; participate in pre startup reviews and handoff to delivery teams.
• Attend industry events and conferences to strengthen client engagement and business development.
Required qualifications to be successful in this role:• Bachelor's Degree and 15+ years of leadership experience managing multiple federal capture efforts and producing winning proposals.
• Proven experience leading strategic capture efforts over $250M.
• Expertise in the Shipley Business Development Lifecycle.
• Strong, respected leadership with a track record of executing complex, multi year capture efforts, including strategic planning, market analysis, competitive analysis, teaming, PTW development, and proposal execution.
• Ability to craft a compelling vision, build and adapt a capture plan, and lead teams to execute that vision.
• Strong understanding of customer needs-both direct CGI clients and end customer evaluators.
• Demonstrated working knowledge of FAR.
• Strong understanding of the federal market landscape, trends, competitors, and regulatory constraints.
• Excellent written and verbal communication skills.
• Ability to gain internal support, operate independently, and build effective relationships across technical teams, managers, and peers.
Desired qualifications/non essential skills required:
• DHS CISA expertise, with demonstrated success delivering or pursuing CISA related opportunities.
• Strong understanding of the Continuous Diagnostics and Mitigation (CDM) program.
• Documented success leading pursuits >$250M.
• Technical background in cybersecurity.
• Experience breaking into new mission areas and quickly developing domain fluency.
CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $143,500.00 $310,700.00.
