The Operations Resiliency leader (Director or M7 Level) will have solid-line responsibility to the VP, Digital and Automation CGO leader and dotted-line functional reporting responsibility to our Executive Director of Digital Technology Operations, Supply Chain, & Quality (OSCQ) Solutions.

This Director level role is responsible for ensuring that all new factory builds, expansions, and major infrastructure projects are designed, executed, and commissioned with world-class resiliency, reliability, flexibility / adaptability, and operational continuity. Along with the new factory builds, this leader is also responsible for assessing, prioritizing, and driving resilience improvements across existing Capacity Growth Office (CGO) critical factories (Tucson, AZ; Andover, MA; and McKinney, TX), in partnership with RTX Enterprise Services and other Raytheon Digital teams (OSCQ, Infrastructure, Program digital etc.). This role oversees the development of resilience strategies, risk mitigation frameworks, disaster recovery/business continuity, and operational readiness plans that safeguard manufacturing uptime from day one. This leader will work with strategic leaders to design, develop, and deploy cutting-edge digital technologies, automation, and advanced data capabilities for next-generation factory operations. This leader will drive the creation of highly automated, data-driven, and resilient production systems by leveraging digital Operations/OSCQ strategies and smart factory technologies. The Director will partner closely with Engineering, Manufacturing, Supply Chain, Facilities, EHS, and executive leadership to embed resilient design principles, scalable operational processes, and proactive risk management into every stage of factory planning, construction, and operation.

The resiliency lead will strengthen the factory's ability to operate reliably under all conditions by embedding risk-tolerant design, predictive monitoring, and real-time operational intelligence into new production environments. This executive will define and execute the resiliency vision for manufacturing, ensuring new factories are built with the systems, data infrastructure, and processes needed to maintain uninterrupted operations, accelerate production ramp-ups, and sustain long-term throughput.

This role has full ownership in defining and executing the factory automation and resiliency strategy to drive accelerated delivery capabilities and increase throughput through digital transformation and modernization. The individual will design and implement a comprehensive technical roadmap that integrates advanced technologies and digitizes operations to establish smarter, more connected, and data-driven production environments.

What You Will Do:

Key Responsibilities include
• Lead the resiliency strategy for all new factory builds and factory expansions, ensuring facilities are designed for disaster recovery, business continuity, operational robustness, agility, and future scalability.
• Drive the integration of resiliency requirements into architectural, engineering, and construction plans, including utilities, automation, technology infrastructure, environmental controls, and redundancy systems.
• Conduct risk assessments and lead mitigation plans (e.g., seismic, climate, supply, utility, infrastructure, equipment, cloud, cyber-physical systems) to ensure site selection and design decisions reduce exposure to operational disruption.
• Define and implement the smart factory strategy, including the technical roadmap for architecture and infrastructure, ensuring alignment with enterprise growth and operational objectives.
• Design and deploy advanced digital solutions to optimize factory planning, construction, and operations, integrating digital engineering, digital twin, predictive analytics, and smart factory technologies.
• Design and deploy support systems to sustain high levels of uptime and performance for Manufacturing & Supply Chain Applications, Industrial Internet of Things (IIoT), automation and robotics, artificial intelligence (AI), machine learning, digital twin technology, and smart supply chain systems to enhance production efficiency and enable real-time decision-making.
• Collaborate with executive leaders across digital, cyber security, engineering, manufacturing/operations, supply chain, quality, and enterprise services to transform traditional manufacturing processes into state-of-the-art, digitally enabled production ecosystems.

*Frequent Travel (50% or more) required as needed to Factory sites for Raytheon across the US. Most travel will be to visit our Capacity Growth office factory sites in Tucson, AZ; Andover, MA;and McKinney TX. Additionally, there will be travel to other Raytheon US domestic locations as business needs dictate.

Qualifications You Must Have:
  • Typically requires a University Degree or equivalent experience and minimum of 14 years prior relevant experience, or An Advanced Degree in a related field and minimum 12 years' experience
  • Experience leading and managing multiple functional teams.
  • Experience in leading Factory transformation and modernization initiatives from a Digital Technology perspective.
  • Experience in developing digital technology (IT) solutions/Support Models for improving Smart Factory environments in areas such as advanced automation, digital visualization, real time monitoring, and other areas for improving stability, agility and scalability.
  • The ability to obtain a US DoD Top Secret Security Clearance is required. U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.


Qualifications We Prefer:
  • Knowledge in aerospace, defense, automotive, electronics, warehouse/logistics fulfillment, or advanced industrial operations and manufacturing.
  • Knowledge of digital thread, digital twin, and model-based engineering.
  • Experience in developing critical support models for large-scale automation or factory modernization programs employing automation and robotics, IIOT, Data Analytics and visualization, Artificial Intelligence (AI) and Machine Learning (ML) while ensuring connected and safeguarded systems holding sensitive manufacturing data are safeguarded and cyber threats are mitigated.
  • Experience with process optimization, supply chain management to integrate digital tools and experience with simulation and modeling tools to test scenarios and optimize processes.
  • Financial accountability and management of a large multimillion dollar annual operating budget, estimating, forecasting and managing critical and strategic investments for the business unit.
  • Proven ability to lead enterprise transformation across multiple manufacturing sites. Experience integrating IT and operational technology (OT).
  • Experience delivering regular executive-level briefings and effective communication across all levels of the organization.

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
