This position serves as Director of the Forest Service's safety, occupational health, and emergency management programs.

Duties

Help

  • Serves as the Forest Service's senior advisor on national Safety, Occupational Health, and Emergency Management policy.
  • Develops and oversees national safety policy, strategic planning, and compliance with Occupational Safety and Health Administration (OSHA) and federal standards.
  • Leads agency wide cultural change, risk management, and accident prevention initiatives
  • Conducts high level program analyses and briefs senior leadership on trends and outcomes.
  • Represents the Forest Service in coordination with other partners.
  • Oversees safety training, Standard Operating Procedures (SOP)s, and communication strategies.

  • Must be a U.S. Citizen or National.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New Forest Service supervisors must successfully complete all components of the required training program before the end of their probationary period.
  • As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

Specialized Experience Requirement:

Applicants must have one year experience equivalent to the GS-14 grade level. Specialized experience is defined as four or more of the following:

Leading National Safety, Occupational Health, and Emergency Management policy and programs; and/or Developing strategic safety policies, management controls, and ensuring Occupational Safety and Health Administration/federal compliance; and/or Providing expert oversight for hazardous and complex operations; and/or Conducting high-level program analyses, strategic planning, and performance evaluations; and/or Driving agency-wide safety culture change, risk management, and accident-prevention initiatives; and/or Coordinating with other partners; and/or Developing national safety training, standard operating procedures, and communication tools; and/or Supervising staff and ensuring equal employee employment opportunities, Civil Rights, and inclusive practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
