LTCR Director of Survey Operations - Starting Market Rate Salary $ 132,798.58
As a member of senior-level management, this position will have wide latitude in decision-making as it relates to the functions of the assigned units. This position will provide direct support to regional directors and will act as the bridge between them and the Senior Leadership Team. This position will be involved in developing and reviewing the operating strategies directly and exclusively related to their assigned areas. Authority and final decision-making regarding the operations of functions interrelated with other unassigned areas of LTCR and broad LTCR decision-making will be made in tandem with leadership of other relevant areas or referred to the Deputy Executive Commissioner of Long Term Care Regulation and the Associate Commissioner of Survey and Compliance LTCR and others of the Senior Leadership Team, as applicable.
This position provides planning oversight and acts as subject matter expert for regulatory health and Life Safety Code (LSC) activities provided by HHS Regulatory Service Division for Nursing Facilities (NF's), Home and Community Support Services Agencies (HCSSA), Assisted Living Facilities (ALF's), Day Activity Heath Services (DAHS) providers, and Prescribed Pediatric Extended Care Centers (PPECC) throughout all regions. Communicates with Reginal Operations frequently on surveyor activity and compliance across all LTCR regions. Collaborates with the Director III over planning of survey activities for all program types, including HCS/TxHmL (Home and Community-based Services), Provider Investigations (PI), and ICF/IID (Intermediate Care Facility for Individuals with Intellectual Disabilities) and provides back-up and oversight in the absence of the Director III. Supports the Associate Commissioner of Survey and Compliance related to the implementation of Survey Operations policies and procedures based on interpretations of state and federal rules and regulations. Oversees, monitors coordination of all services related to planning, executing and coordinating a program for the licensing and regulation of NF's, ALF's, DAHS, HCSSA, and PPECC. Also provides oversight of life safety code compliance measurement for all facility-based regulated providers. Provides communication to internal and external stakeholders related to regulatory activity. Will develop, run, analyze, and evaluate reports associated with surveys, investigations, licensing, and credentialing to ensure all required time frames are being met. Develops plans to address performance delays. Directs staff tasked with reviewing and updating policies and procedures related to the above-mentioned providers and state office LSC Architectural Unit that assists with planning and performing LSC inspections statewide. Provides direct oversight of Regional Directors of all regulatory activities in 4 of 8 regions, performing data and root cause analysis and directing corrective action plans.
Essential Job Functions (EJFs):
Directs and oversees implementation of policies and procedures for all program activities and business functions within all LTCR regions and for NF, ALF, DAHS, HCSSA, and PPECC programs in all regions.
Collaborates with Director III on cross regional coordination of all survey activities for all program types under LTCR, planning of manager meetings for all program types, performance management of Regional Directors across the state, Coordinates with Director III with joint supervision of Regional Director II positions and required joint oversight and completion of performance evaluations with required weekly meetings to discuss regional survey activities and performance.
Provides strategic direction the Associate Commissioner of Survey and Compliance to improve efficiency and ensure the assigned functions are met in coordination with Director III. This includes interpretation of laws and regulations to develop policies and rules, identification of training needs and development of curricula to address those needs, and development and implementation of quality assurance functions and practices and corrective action plans to apply to work performed by Survey Operations.
Monitors and analyzes data, ensuring all metrics are being met in collaboration with the Director III. When necessary, will apply this data analysis to develop or coordinate changes to policies and procedures to improve outcomes in collaboration with the Director III. Uses data to develop reports and communicate to internal and external stakeholders and agency leadership.
Consults, advises and collaborates on complex levels with other state and federal programs to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems or complaints.
Directs a team that reviews processes and data related to LTC provider regulation and updates policies and procedures.
Knowledge, Skills and Abilities (KSAs):

Registrations, Licensure Requirements or Certifications:
Initial Screening Criteria:
Bachelor's degree from an accredited college or university with a major in public administration, health care administration, hospital administration, business administration, education, psychology, social work, sociology, nursing, medicine, or a discipline related to developmental disabilities and/or gerontology, plus three (3) years of work experience in an administrative, management, and/or productivity improvement role in the operation of a large human services delivery agency.
Experience in a Texas state agency long term care regulatory program may be substituted on a year for year basis for the required education, with a maximum substitution of four years.
Minimum four years full-time experience in program and personnel management and administration.
Minimum 2 years' experience in health facility regulation and/or health care administration in a program area regulated by HHSC Regulatory Services Division Long Term Care (nursing facilities, assisted living facilities, adult daycare facilities, ICF/IID facilities, home health and hospice agencies).
Additional Information:
Must be able to work hours other than 8 AM to 5 PM, Monday through Friday, as necessary. Requires some weekend, early morning, late evening, and overnight travel. May be required to be on call. The interview process for this position may include a written exercise. The job requires 35% travel, with most travel during the day. However, some overnight and weekend travel is required, as well as occasional on-call duties for emergencies or high-priority situations in facilities. Must have reliable transportation.
