Director Health, Safety, Environment, and Quality (HSEQ)Overview:Under the general direction of the (Co-)President, provide direction to the PHI Health, Safety, Environmental and Quality management systems. Ensure a robust and 14CFR Part 5 compliant Safety Management and Quality Management System is in place and effectively driving continuous improvements relative to safety and quality performance trends. Ability to effectively lead the Safety Culture and direct and indirect reports.
Job Summary:- Brief the President on Health, Safety, Environmental and Quality concerns and provide information required for decision-making.
- Interpret, monitor, and implement government regulations as they apply to the operation (FAA, EPA, OSHA, CERCLA, etc.).
- Develop, coordinate, implement, and monitor outputs from the Safety Management and Quality Management Systems.
- Develop and implement effective HSEQ policies and procedures to improve Health, Safety, Environmental and Quality in all aspects of PHI Health LLC Operations.
- Track and monitor specific Health, Safety, Environmental and Quality improvement actions.
- Develop and distribute HSEQ-related instruction and training materials for employees.
- Conduct Health, Safety, Environmental and Quality (HSEQ) presentations for employees and external customers.
- Identify, track, and monitor HSEQ Key Performance Indicators.
- Assist all departments in developing actions and/or changes to facilities, training, procedures, etc., to improve HSEQ performance.
- Disseminate HSEQ trending information within the Operational Leadership Team (OLT).
- Provide quarterly summaries of HSEQ KPIs to all employees.
- Ensure appropriate quality management oversight standards are applied internally and externally at the Departmental and Operating Group levels.
- Chair the Operational Leadership Team (OLT) weekly meeting.
- Chair the Safety Management Review Team (SMRT) Process and meeting.
- Chair the Post-Incident Review Board Process.
- Participate as a member of the accident investigation team and prepare all necessary reports.
- Manage the PHI Health Safety Incentive Program.
- Oversee the PHI Health Short Service Employee (SSE) Program.
- Collect and disseminate information on all incidents and accidents.
- Keep current on new ideas and techniques in the health and safety field.
- Participate, in a leadership capacity where possible, in industry forums such as AMOA, AAMTS, VAI, USHST, and similar organizations.
- Conduct routine base visits to observe operations and obtain employee feedback.
- Conduct all activities associated with Manual Owner responsibilities for all HSEQ-related policies, procedures, checklists, and manuals.
- Act as the Fatigue Risk Manager for PHI Health in accordance with the FRMP Manual, supported by PulsarInformatics.
- Act as the local PHI Guardian Responsible Party for business-unit-specific forms, workflows, dashboards, and related items.
- Serve as the primary responsible person for new-hire academy introduction of HSEQ to new employees.
- Chair the monthly Regional Safety Chair meetings.
- Participate in regional safety events where requested.
- Manage annual reporting requirements to OSHA and federal/state environmental reporting for PHI Health.
