Full Job Description
The Director of Marketing is responsible for leading NCE's marketing and business development programs, and for brand strategy to support business growth. This role involves managing the marketing and business development teams, overseeing the proposal process, and building the firm's reputation in the civil engineering and environmental space across California and Nevada. You will work closely with the firm's operation's leadership, including key technical staff and project managers, to ensure marketing and business development efforts align with the firm's strategies, philosophies, and goals.

Reporting directly to the President and CEO, this position may be based in NCE's Sacramento, Richmond, Oakland, or Anaheim, California office, or our Reno or So. Lake Tahoe, Nevada office.

Core Responsibilities:
  • Marketing Strategy: Develop and manage annual marketing plans and budgets that focus on the firm's key service areas and geographic regions.
  • Brand Management: Oversee the firm's visual identity, website, and social media presence to ensure consistent and professional messaging.
  • Proposal Management: Lead the team in preparing high-quality proposals and interview presentations for public and private sector projects. Can lead strategy and messaging and transition NCE to next level.
  • AI and Digital Marketing: Understanding of AI applications and future digital marketing strategies.
  • Market Intelligence: Track industry trends, competitor activities, and upcoming project leads in the CA and NV infrastructure and environmental markets. Responsible for Client Management System which tracks client/opportunity leads and RFP Go-No Go process & progress, as well as maintenance of NCE's CMS database.
  • Internal Communication: Keep leadership informed of marketing progress and performance using clear metrics, such as proposal win rates.

Strategic Business Development:
  • Strategic Business Development: Develop and lead NCE's overall business development vision for federal, state and local agencies and key private sector clients.
  • Business Development Support: Assist technical staff in identifying new client opportunities, maintaining relationships with existing clients and partners, and ensure business development activities are focused, strategic and effective.
  • Visibility: Ensure engagement at tradeshows, industry events, and key associations that is impactful.


Over-Arching Requirements:
  • Team Leadership: Hire, train, and mentor both marketing and business development staff, ensuring deadlines are met and business development activities are effective.

  • Orders Goals: Meet year over year orders goals as set by the annual business plan.


Qualifications (Must Have):
  • Education: Bachelor's degree in Marketing, Communications, Journalism, or a related technical field.
  • Experience: 10-15 years of marketing experience, specifically within the Architecture, Engineering, or Construction (AEC) industry for public sector clients and procurement process. Understanding of capital improvement programs and infrastructure funding. Leadership of major proposals ($1m+ fee).
  • Technical Skills: Understanding of Adobe Creative Suite (InDesign, Photoshop), CRM systems, Microsoft Office. Knowledge of Ajera a plus.
  • Soft Skills:
    • Strong interpersonal skills, collaborative, organized and responsive.
    • Strong writing and editing skills; ability to manage multiple deadlines and work with various personalities.
    • Can facilitate competing demands for proposal resources.
    • Big picture thinker, can think outside the box, willing to adjust status quo as needed.
  • Regional Knowledge: Understanding of CA and NV public works procurement and regional industry organizations like APWA and CSAC/CalCities. Networking and sales experience in this region required.
    • Travel to and active participation in all offices is required.


Estimated Salary & Benefits (2026):

  • California: Typical range between $160K to $200K.
  • Nevada: Typical range $150K to $180K.
