Introduction

Expand upon your leadership skills and apply your experience in consumer credit, mortgage lending, money transmission, or other financial services industry and become the Licensed Financial Services Director - Career Executive (Administrative Manager) with the Department of Financial Institutions (DFI)!

In this role, you will lead the nonbanking side of the Division of Banking in the Licensed Financial Services (LFS) Bureau, which consists of primarily Consumer Credit Examiners and their Supervisors.

This position may offer a hybridized work schedule. This full-time permanent position will be headquartered at and required to work from the Madison Hill Farms State Office Building at 4822 Madison Yards Way Madison, WI . All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview .

Position Summary

As the LFS Bureau Director, this position serves as the principal advisor to the Deputy Administrator and Administrator of Banking, as well as the Secretary and Deputy Secretary of DFI, setting the policies and direction of the bureau, coordinating training and development of staff, monitoring performance, overseeing examining, licensing, and complaint processes, and leading the enforcement action processes. As the director, this position must employ excellent team building and leadership skills, along with analytical and critical thinking skills.

In addition to regulation of the licensed financial services industry, the LFS Bureau Director oversees compliance with the Wisconsin Consumer Act. This position acts as a technical expert with complex examinations, licensing applications, cybersecurity, and complaints, and recommends and prepares administrative action. As an expert and resource for the consumer credit examiners and their supervisors, this position researches, reviews, and answers novel questions that will set the direction of the bureau. This position also assists in the development of policy and acts as an industry liaison.

Salary Information

This Career Executive position is in schedule-range (81-01) with an annual salary of $99,840 - $112,320 (or $48 - $54 per hour), plus excellent benefits . A 2-year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

This position requires the ability to travel independently on an occasional basis for examinations, training, staff meetings and other business needs related to the position.

Qualifications

  • Formal supervisory experience and/or experience supervising remote teams (performing duties such as recruitment, onboarding/offboarding, assessing performance, etc.)
  • Analyzing financial statements and reports to identify trends or evaluate the financial stability of an entity
  • Researching, interpreting and/or applying state and/or federal laws, rules and regulations relating to the financial services industries and/or examinations of them
  • Performing auditing procedures or examination or analysis of records
  • Working in one or more financial services industries (such as mortgage banking, money transmitters, collection agencies, adjustment services companies, or similar)


In addition to having experience in all of the above, Well Qualified applicants will also detail having experience in one or more the following:

  • Working in two or more financial services industries (such as mortgage banking, money transmitters, collection agencies, adjustment services companies, loan companies, motor vehicle dealers, or similar)
  • Assisting with the development and implementation of a major organizational change
  • Recommending state or federal law changes relating to the financial services industries and/or examinations of them
  • Providing testimony or technical information via written or oral presentations to an audience
