SUMMARY: The Director of Instruction assumes responsibility for all curriculum development, assessment and instructional programs in the school division. Leads and collaborates with teachers, administrators, and community partners to craft and expand career and talent development pathways in curriculum, assessment, and instructional programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assists with leadership and administration of and oversees development and design of all programs;
- Develops and executes strategies to recruit and sustain public-private partnerships (including grant opportunities);
- Represents the Division at appropriate community meetings to promote business partnerships, parental involvement and community involvement;
- Develops and oversees the launch of initiatives that support the Division strategic plan; such initiatives include public-private partnerships, STEM (science, technology, engineering and mathematics) actions and other and local, state and federal funding initiatives;
- Identifies and leverages non-traditional opportunities to engage community support across the curriculum;
- Serve as the Division's liaison with community, higher education, and school partnerships;
- Designs a monitoring system to track the completion and effectiveness of initiatives, and provides feedback to the Superintendent and School Board;
- Serves as key point-person for partners for designated projects;
- Keeps abreast of regional and local developments that may supplement educational support, and determines their appropriateness for inclusion in the division educational program;
- Supports efforts to ensure that monitoring and evaluation of initiatives are done on time and to standard;
- Provides project leadership as needed for instructional initiatives;
- Partners with administrators and teachers to create and cultivate division specialty programs to support student and staff development in 21st Century academic and work-related technology skills;
- Catalyzes innovative projects while actively seeking support for these initiatives through external funding sources and budget requests;
- Creates, presents, and implements projects and improvements through data analysis and consultation with Division staff and leadership;
- Studies, designs, and recommends systemic virtual learning programming in collaboration with Division staff and leadership, and with focus on quality assurance and quality control;
- Continuously improves existing instructional programs and services through research based professional development, so as to address the learning needs of all students;
- Crafts, recommends, and implements policies and procedures necessary to effectively serve students and ensure Division compliance through State and local programs;
- Monitors success of implemented policies, procedures and programs;
- Leads the curricular focus of all secondary instructional programs (including CTE) to enhance instruction;
- Creates, presents, and implements professional development to create staff learning opportunities;
- Plans for and supports intervention services for regular and special education as appropriate to the learning needs of students;
- Supervises the Technology Department by linking educational goals to technical operations;
- Works with the Director of Finance on the preparation, implementation, reporting and monitoring of Grants. (Title I, Title II, Title III, Title IV, Title V, VTSS, and others that may arise of an instructional nature).
- Assists staff in budgeting the use of funds available through external sources with regular evaluation of all externally funded Division programs;
- Liaisons with local and State agencies, advisory boards, and grantors to support programs and services;
- Engages advisory councils, the School Board, school staff members, students and stakeholders to Division leadership;
- Performs other duties as assigned by Superintendent

- Transportation of Equipment - Lift, move, carry and otherwise transport equipment and materials weighing up to 25 pounds.

SUPERVISION EXERCISED:
The Director of Instruction will supervise instruction-based Administrative Assistants, as well as Instructional Coaches, the Talented and Gifted Teacher, the Supervisor of Instruction, and the Supervisor of Technology.
SUPERVISION RECEIVED:
The Director of Instruction performs duties under the Superintendent.
MINIMUM QUALIFICATIONS:
- Minimum of a Master's Degree in Education required. EdD or PhD preferred
- Valid Virginia Professional Teaching License required and Administration and Supervision Licensure required
- At least five years of experience in K-12 public education as a teacher, administrator, or coordinator required
- K-12 public education administration required
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Demonstrate knowledge of instructional leadership and knowledge of teaching and instruction of various audiences and group dynamics.
- Excel in use of computer/technology and applicable software
- Ability to plan and supervise the work of others
- Demonstrate excellent communication skills, both written and oral, and ability to establish and maintain positive and effective working relationships with staff and the public
- Ability to operate computers/technology to manage records and other writing materials
- Ability to orally communicate effectively with others, with or without the use of an interpreter
- Ability to communicate effectively in writing, using the English language with or without the use of auxiliary aids or services
- Ability to review, understand and apply concepts presented in training programs, conferences and/or professional literature
- Ability to work with and cooperate with staff at all levels
- Ability to observe and follow all school division policies at all times
- Ability to keep student and personnel information and records confidential
- Possess high moral standards and integrity
- Demonstrate professional and personal characteristics necessary for working effectively with school personnel and members of the community
- Ability to disaggregate data and draw conclusions from data
WORKING CONDITIONS AND REQUIREMENTS:
The duties of this position are complex and diverse. Successful candidates must have the ability to multitask, deal with change, and show initiative and assume responsibility for working productively with minimal supervision. Must have the ability to sit or stand for extended periods of time in an office environment, see and read a computer screen and printed material with or without visual aids, hear and understand speech at normal levels and on the telephone, speak clearly and in audible tones in person and on the telephone, follow oral and written instructions, and be physically agile to lift up to 25 pounds. Must have a valid Virginia Driver's License.
