Qualifications:Minimum of a Master's Degree in Educational Leadership or related field.
Minimum of 5 years of experience in a leadership position.
Working knowledge of public sector bargaining and contract administration; employee recruiting, supervision, evaluation; HR systems and related legislation.

Job Goal: The Director of Human Resources will assume responsibility for District Human Resources and Employee Relations, and provide leadership in all matters related to employee engagement and the development, interpretation, and application of
Human Resource policies and procedures that will support the District.
Essential Duties and Responsibilities: - As a member of the administrative leadership team, will work collaboratively with other directors, administrators, teachers, and staff in the planning and alignment of the District's philosophy and mission.
- Interpret the programs, philosophy, and policies of the District to staff, students, and the community at large.
- Oversee development, maintenance, and implementation of the Employee Handbook for all employee groups.
- Oversee staff mandatory training.
- Attend School Board meetings and assist in the development of the agenda as it pertains to Human Resources.
- Review and recommend changes to Neola Board policies related to Human Resources.
- Provide supervisors, principals, and directors with appropriate interpretation of Board policies, the Employee Handbook, and administrative guidelines. Work directly with the District's legal counsel, as necessary, to ensure compliance on various issues.
- Oversee the recruitment, screening, and selection process of staff
- Oversee the administration of the District's employee compensation and benefit programs.
- Oversee Open Records Requests.
- Provide input to the Superintendent of Schools on administrative compensation and benefit programs in collaboration with the Director of Business Services.
- Make recommendations to the Superintendent for all contract renewals, non-renewals, plans of improvement, or discharge of staff in accordance with state statutes.
- Oversee the evaluation process of non-certified staff.
- Oversee grievance proceedings for employees as required or requested.
- Oversee the assembly of substantiating information for dismissal of employees and submit recommendations for termination of those employees.
- Review and update job descriptions as necessary.
- Act as compliance officer for the Family Medical Leave Act (FMLA) and the Americans with Disabilities Act (ADA), and Title IX, as well as for all forms of harassment complaints filed by District employees.
- Stay current on interpretations of Human Resource laws, regulations, statutes, rules, and policies, and advise those affected by them.
- Oversee the District substitute staffing process/procedures and related budget accounts.
- Oversee the setup and management of the educator effectiveness evaluation system.
- Oversee the process for requests for transfers or changes of assignment in accordance with the Employee Handbook and the needs of the District.
- Make recommendations to the Superintendent of Schools regarding hiring, placement of administrative and teaching staff as well as on establishing and administering salary ranges and benefits for employees.
- Oversee the licensure for administrative, certified, and non-certified staff.
- Develop and maintain a system for retention of personal records to provide a comprehensive, efficient, accurate record of all matters pertinent to employment, transfer, retirement, leaves, promotion, criminal background checks, I-9's, and physicals.
- Responsible for all local, state, and federal reports linked to personnel.
- Work with others in a team environment.
- Model appropriate work rules and procedures.
- Keep the Superintendent of Schools apprised of potential Human Resource concerns or significant developments.

Physical Demands and Work Environment: The employee has frequent contact with students and members of the community. While performing the responsibilities of this position, the employee is regularly required to engage in conversations and is required to utilize communication skills, such as speaking and listening. The employee is required to sit, stand, and walk at regular intervals throughout the workday. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Essential functions require a high level of concentration and attention to detail.
