DescriptionThe Director of Health is delegated the responsibility for administration of the district health department by the Board of health. Duties include planning and directing population-based services addressing core public health foundational capabilities: Assessment & Surveillance; community partnership development; equity; organizational competencies; policy development & support; accountability & performance management; emergency preparedness and response; communications. The director accomplishes this by making recommendations to the Board of Health and implementing policy direction of Board of Health. The director shall facilitate the Board of Health in fulfilling its statutory responsibilities and represent the department to local, state and federal government officials and the community. Activities include the effective coordination of internal and external resources which will benefit the health of the public.
Duties - Recruit, screen, hire, and terminate all district health personnel within policies established by the board of Health, in compliance with state and federal regulations.
- Review staff evaluations and authorize recommended personnel actions within policies established by the Board of Health.
- Provide sound fiscal management by preparing and presenting annual operating budget.
- Present fiscal documents for Board of health action.
- Direct expenditure of revenues and evaluate department activities.
- Coordinate and collaborate with other agencies to establish and implement programs designed to protect and promote the public health.
- Coordinate agency planning and response to disaster and emergency situations or events in conjunction with agency and county and city emergency response plan.
- Monitor current trends in both the external and internal environment and effectively plan to meet the needs of the community and staff.
- Regularly inform the Board of Health, the community, elected officials and governmental bodies about public health issues.
- Coordinate agency planning and program planning in response to community health assessment, responsibilities identified in Iowa code, identified community health problems, and continued community health issues.
- Responsible for incorporating health equity into all policy work. This includes identifying health inequities, developing approaches to address them and measuring progress.
Agency Duties and Responsibilities:- Assist with the quality improvement process within the agency.
- Ensure compliance with Health Insurance Portability and Accountability Act of 1996 (HIPAA) covering the security and privacy of confidential client data.
- Ensure participant records and communication with participants, co-workers and other health professionals are in accordance with Confidentiality Policy.
- Attend and participate in work-related meetings, conferences/seminars and committees.

Required QualificationsMaster's Degree (preferred but not required) in Public Health, public or business administration, or an associated science. Minimum of 5 years' experience in Public Health Administration is recommended. Computer skills required. Must have valid Driver License, ability to obtain car insurance at agency-specified liability level and reliable transportation. Physical ability to lift 50 lbs.
